Laurie Hawn moved, — That the Committee commence a study of the progress of current efforts to strengthen North American continental defence, in particular examining:
maritime surveillance on Canada’s three coasts;
new and emerging threats to continental defence, such as territorial incursions, environmental damage, criminal activity, terrorism, industrial and military espionage;
developments at Canada Command;
the relationship and operational planning that exists between Public Safety and Emergency Planning Canada, Canada Command and North American Aerospace Defence Command (NORAD);
the interoperability of equipment, plans and procedures between Canada and the United States;
the contribution of key bilateral fora such as the Permanent Joint Board on Defence and the Military Cooperation Committee;
the roles played by, and relationships that exist between: NORAD, navies, coast guards, land units, border services, Internal Revenue Service, Canada Revenue Agency, police forces, and space-based assets; and
Canada’s objectives in the areas of sovereignty, immigration, smuggling control, perimeter security from terrorism, internal security, anti-crime operations and environmental protection;
And that the Committee report its findings to Parliament.
