The Standing Committee on Industry, Science and Technology met at 10:05 a.m. this day, in Room 371, West Block, the Chair, James Rajotte, presiding.

 

Members of the Committee present: André Arthur, Colin Carrie, Hon. Joe Fontana, Mark Holland, Hon. Jean C. Lapierre, Brian Masse, Hon. Dan McTeague, James Rajotte, Bev Shipley, Dave Van Kesteren and Robert Vincent.

 

Acting Members present: Luc Malo for Paul Crête.

 

In attendance: Library of Parliament: Lalita Acharya, Analyst; Dan Shaw, Analyst. Standing Committee on Industry, Science and Technology: Alexandre Roger, Co-Clerk of the Committee.

 

Witnesses: Conference Board of Canada: Paul Darby, Deputy Chief Economist. Canadian Chamber of Commerce: Michael Murphy, Senior Vice-President, Policy.

 
Pursuant to Standing Order 108(2) , the Committee commenced its study on the motion of Mr. Mark Holland.
 

Mark Holland moved, — That the Minister of Industry delay closing the Investment Canada Review of the Xstrata/ Falconbridge merger proposal until after all other international regulatory bodies have ruled regarding the Inco/ Falconbridge merger proposal.

Debate arose thereon.

 

Brian Masse moved, — That the Committee report the motion to the House.

 

After debate, the question was put on the amendment of Brian Masse and it was agreed to.

 

Colin Carrie moved, — That the Minister of Industry consider all options available under the Investment Canada Act to ensure a thorough review of the proposed acquisition by Xstrata of Falconbridge, and that the Minister consider the timing of decisions on the proposed merger of Inco and Falconbridge by regulatory bodies in other jurisdictions.

Debate arose thereon.

 

After debate, the question was put on the amendment of Colin Carrie and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

 

The motion, as amended, read as follows:

That the Minister of Industry delay closing the Investment Canada Review of the Xstrata/ Falconbridge merger proposal until after all other international regulatory bodies have ruled regarding the Inco/ Falconbridge merger proposal and that the Committee report to the House.

 

It was agreed, — That, if requested, reasonable travel, accommodation and living expenses be reimbursed to witnesses, not exceeding two representatives per organization; and that, in exceptional circumstances, payment for more representatives be made at the discretion of the Chair..

 

It was agreed, — That the Standing Committee on Industry, Science and Technology be granted an operational budget of $15,200 for its study of the Challenges Facing the Canadian Manufacturing Sector.

 

At 10:42 a.m., the sitting was suspended.

At 10:57 a.m., the sitting resumed.

 
Pursuant to Standing Order 108(2), the Committee commenced its study of Challenges Facing the Canadian Manufacturing Sector.
 

Michael Murphy and Paul Darby made statements and answered questions.

 

At 11:59 a.m., the Committee adjourned to the call of the Chair.
