The Standing Committee on Health met by videoconference at 3:33 p.m. this day, in Room 237-C, Centre Block, the Chair, Rob Merrifield, presiding.

 

Members of the Committee present: Colleen Beaumier, Hon. Carolyn Bennett, Bonnie Brown, Patrick Brown, Patricia Davidson, Steven John Fletcher, Christiane Gagnon, Rahim Jaffer, Luc Malo and Rob Merrifield.

 

Acting Members present: Hon. Hedy Fry for Susan Kadis and Wayne Marston for Penny Priddy.

 

In attendance: Library of Parliament: Nancy Miller Chenier, Analyst; Odette Madore, Analyst.

 

Witnesses: York University: Joel Lexchin, Professor, School of Health Policy and Management. As individuals: David Bougher, former member of the Federal, Provincial and Territorial Pharmaceutical Issues Committee; Linda Tennant, former member of the Federal, Provincial and Territorial Pharmaceutical Issues Committee. University of Toronto: Janis Miyasaki, Associate Clinical Director and Chair of the Technology and Therapeutics Assessment Subcommittee, American Academy of Neurology. Best Medicines Coalition: Louise Binder, Chair; Linda Wilhelm, Operations Committee member. Ward Health Strategies: Elisabeth Fowler, Vice-President, Health Policy.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, December 12, 2006, the Committee resumed its study on Prescription Drugs (Common Drug Review).
 

Joel Lexchin, David Bougher, Linda Tennant, Janis Miyasaki (by videoconference from Toronto, Ontario), Louise Binder and Elisabeth Fowler made statements and, with Linda Wilhelm, answered questions.

 

At 5:23 p.m., the sitting was suspended.

At 5:24 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Bonnie Brown gave a notice of motion.

 

It was agreed, — That the Clerk not proceed with arrangements for a possible meeting by videoconference with officials from the National Institute for Health and Clinical Excellence in the United Kingdom, the morning of Monday, May 14, 2007, due to the fact that many members of the Committee would not be able to attend the meeting because of scheduling problems.

 

It was agreed, — That officials from the Canadian Agency for Drugs and Technologies in Health be asked to appear again before the Committee at the meeting scheduled for Wednesday, May 30, 2007, on the issue of the Common Drug Review.

 

It was agreed, — That members of the Committee wishing to attend the 19th IUHPE World Conference on Health Promotion and Health Education, being held in Vancouver from June 10 to 15, 2007, make the necessary arrangements for travel, accommodations and registration through staff in their own offices, without cost to the Committee.

 

On motion of Bonnie Brown, it was agreed, — That the proposed budget for the study on Prescription Drugs, in the amount of $29,450 for the 2007-2008 fiscal year, be adopted.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
