The Standing Committee on Finance met in a televised session at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, Massimo Pacetti, presiding.

 

Members of the Committee present: Paul Crête, Rick Dykstra, Hon. John McKay, Massimo Pacetti, Thierry St-Cyr, Hon. Robert Thibault, Mike Wallace and Judy Wasylycia-Leis.

 

Acting Members present: Ron Cannan for Dean Del Mastro, Rick Norlock for Brian Pallister, Hon. Garth Turner for Hon. John McCallum and Lynne Yelich for Diane Ablonczy.

 

In attendance: Library of Parliament: Alexandre Laurin, Analyst.

 

Appearing: Hon. Jim Flaherty, Minister of Finance.

 

Witnesses: Department of Finance: Paul Rochon, Assistant Deputy Minister, Economic and Fiscal Policy Branch; Barbara Anderson, Assistant Deputy Minister, Federal-Provincial Relations and Social Policy Branch; Jeremy Rudin, General Director, Economic and Fiscal Policy Branch; Brian Ernewein, General Director, Tax Legislation Division, Tax Policy Branch; Denis Gauthier, Assistant Deputy Minister, Economic Development and Corporate Finance; Jim Haley, Senior Advisor to the ADM, International Trade and Finance.

 
Pursuant to the Order of Reference of Tuesday, May 15, 2007, the Committee commenced consideration of Bill C-52, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2007.

The Minister made an opening statement, and with witnesses, answered questions.

At 4:40 p.m., the sitting was suspended.

At 4:45 p.m. the sitting resumed.

Rick Dykstra moved - That with regards to consideration of Bill C-52, The Budget Implementation Act, the schedule be as follows for Thursday, May, 17, 2007;

11:00 - 12:30 p.m. Witnesses.

12:30 - 2:00 p.m. Clause by Clause consideration.

The Chairman ruled the motion out of order on the grounds that 48 hours notice is required prior to the Committee's consideration of such a notice. Whereupon the question " Shall the decision of the Chair be sustained? " was put and negatived by a show of hands. Yeas 5. Nays 6.

 

At 4:55 p.m., the Committee adjourned to the call of the Chair.
