The Standing Committee on Finance met in a televised session at 11:04 a.m. this day, in Room 237-C, Centre Block, the Chair, Brian Pallister, presiding.

 

Members of the Committee present: Rick Dykstra, Hon. John McCallum, Hon. John McKay, Massimo Pacetti, Brian Pallister, Pierre A. Paquette, Thierry St-Cyr, Hon. Robert Thibault and Mike Wallace.

 

Acting Members present: David Christopherson for Judy Wasylycia-Leis and Bev Shipley for Dean Del Mastro.

 

In attendance: Library of Parliament: Alexandre Laurin, Analyst; Philippe Bergevin, Analyst. House of Commons: Marc Toupin, Legislative Clerk.

 

Appearing: Diane Ablonczy, Parliamentary Secretary to the Minister of Finance.

Canada Revenue Agency: William V. Baker, Deputy Commissioner and Chief Operating Officer; James Ralston, Chief Financial Officer and Assistant Commissioner, Finance and Administration Branch; Mary Jane Jackson, Deputy Assistant Commissioner, Finance and Administration Branch.

 
Pursuant to the Order of Reference of Tuesday, January 30, 2007, the Committee commenced consideration of Bill C-40, An Act to amend the Excise Tax Act, the Excise Act, 2001 and the Air Travellers Security Charge Act and to make related amendments to other Acts.
 

The Parliamentary Secretary made a statement and, with the other witnesses, answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair calls Clause 2.

 

By unanimous consent, Clauses 2 to 157 inclusive carried on division.

 

The Short Title carried.

 

The Title carried.

 

The Bill carried on division.

 

ORDERED, — That the Chair report the Bill to the House.

 

At 11:53 a.m., the Committee proceeded to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — Given - that the Finance Committee has adopted a motion to study changes related to ATM fees; and;

That during the hearings of the Finance Committee concerning Bill C-37, An Act to amend the Bank Act, testimony was received respecting the timelines and changes related to electronic payments;

That in addition to the Standing Committee on Finance’s study of ATM fees, it include and examination of any issues related to the electronic payment process.

 

It was agreed, — That the budget of $3,425.00 for the Oil Sands study be adopted.

 

It was agreed, — That the budget of $5,800.00 for the Income Trust Study be adopted.

 

It was agreed, — That the budget of $1,000.00 for the study of Bill C-40 be adopted.

 

It was agreed, — That the budget of $6,800.00 for the ATM Fees study be adopted.

 

At 12:24 p.m., the sitting was suspended.

At 12:46 p.m., the sitting resumed.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) for the fiscal year ending March 31, 2007: Vote 1b under CANADA REVENUE AGENCY referred to the Committee on Thursday, February 22, 2007.
 

The witnesses made statements and answered questions.

 

It was agreed, — That Vote 1b under CANADA REVENUE AGENCY carry.

 

It was agreed, — That Vote 1b under CANADA REVENUE AGENCY be reported to the House.
