The Standing Committee on Environment and Sustainable Development met at 11:03 a.m. this day, in Room 209, West Block, the Chair, Bob Mills, presiding.

 

Members of the Committee present: Mike Allen, Bernard Bigras, Nathan Cullen, Luc Harvey, Marcel Lussier, David J. McGuinty, Bob Mills, Hon. Geoff Regan, Anthony Rota, Francis Scarpaleggia, Maurice Vellacott and Mark Warawa.

 

Associate Members present: Hon. John Godfrey.

 

In attendance: Library of Parliament: Sam Banks, Analyst; Tim Williams, Analyst.

Pursuant to the Order of Reference of Wednesday, November 1, 2006, the Committee commenced consideration of Bill C-298, An Act to add perfluorooctane sulfonate (PFOS) to the Virtual Elimination List under the Canadian Environmental Protection Act, 1999.
 

Kapil Khatter and John Moffet made statements and, with the other witnesses, answered questions.

 
Pursuant to the Order of Reference of Tuesday, October 31, 2006, the Committee commenced consideration of Bill C-307, An Act to prohibit the use of benzyl butyl phthalate (BBP), dibutyl phthalate (DBP) and di(2-ethylhexyl)phthalate (DEHP) in certain products and to amend the Canadian Environmental Protection Act, 1999.
 

Phil Upshall, Charlotte Brody, Mindy Goldman, Kapil Khatter and Paul Glover made statements and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.

David J. McGuinty moved, — That, in light of the very short timelines available to committees to study the Supplementary Estimates (B) for the fiscal year 2006-2007, the Minister of the Environment be invited to appear on Thursday, March 22, 2007, with regard to a review under section 108(2) of the Standing Orders of the expenditure plans of the department for the fiscal year 2006-2007, and the effectiveness of their implementation.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Bernard Bigras, Nathan Cullen, Marcel Lussier, David J. McGuinty, Geoff Regan, Anthony Rota, Francis Scarpaleggia — 7; NAYS: Mike Allen, Luc Harvey, Maurice Vellacott, Mark Warawa — 4.
