The Standing Committee on Environment and Sustainable Development met by videoconference at 9:02 a.m. this day, in Room 308, West Block, the Chair, Bob Mills, presiding.

 

Members of the Committee present: Bernard Bigras, Blaine Calkins, Nathan Cullen, Hon. John Godfrey, Luc Harvey, Marcel Lussier, Bob Mills, Pablo Rodriguez, Francis Scarpaleggia, Mario Silva, Maurice Vellacott and Mark Warawa.

 

In attendance: Library of Parliament: Sam Banks, Analyst; Tim Williams, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Johanne Gélinas, Commissioner of the Environment and Sustainable Development. Canadian Association of Petroleum Producers: Pierre R. Alvarez, President; Rick Hyndman, Senior Policy Advisor, Climate Change. Greenhouse Emissions Management Consortium: Aldyen Donnelly, President. Greenpeace Canada: Steven Guilbeault, Campaigner, Climate and Energy. Pembina Institute: Matthew Bramley, Director, Climate Change.

 

Participants present: Treasury Board Secretariat: Roderick Raphael, Executive Director, Climate Change and Sustainable Development. Department of the Environment: Alex Manson, Acting Director General, Domestic Climate Change Policy.

 
Pursuant to the Order of Reference of Wednesday, October 4, 2006, the Committee resumed consideration of Bill C-288, An Act to ensure Canada meets its global climate change obligations under the Kyoto Protocol - Accountability and Provincial Implications.
 

Johanne Gélinas, Pierre R. Alvarez, Aldyen Donnelly and Steven Guilbeault made statements and, with the other witnesses, answered questions.

 

At 11:01 a.m., the Committee adjourned to the call of the Chair.
