The Standing Committee on Veterans Affairs met at 9:04 a.m. this day, in Room 112-N, Centre Block, the Chair, Rob Anders, presiding.

 

Members of the Committee present: Rob Anders, Roger Gaudet, Hon. Albina Guarnieri, Betty Hinton, Gilles-A. Perron, Bev Shipley, Brent St. Denis, Peter Stoffer, David Sweet and Roger Valley.

 

In attendance: Library of Parliament: Michel Rossignol, Analyst. House of Commons: Marc Toupin, Legislative Clerk.

 

Witnesses: Gulf War Veterans Association of Canada: Col Donald S. Ethell, (retired), Honorary President. Royal Canadian Legion: Jack Frost, Dominion President; Brad White, Director of Administration. Canadian Association of Veterans in United Nations Peacekeeping: Ron Griffis, National President. Army, Navy and Airforce Veterans in Canada: Gerry Wharton, Honorary Dominion President. Canadian Peacekeeping Veterans Association: Ray Kokkonen, Vice-President.

 
Pursuant to the Order of Reference of Thursday, November 23, 2006, the Committee commenced consideration of Bill C-287, An Act respecting a National Peacekeepers' Day.
 

Col Donald S. Ethell (retired), Jack Frost, Ron Griffis, Gerry Wharton and Ray Kokkonen made statements and answered questions.

 

At 10:19 a.m., the sitting was suspended.

At 10:28 a.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair called Clause 2.

 

On Clause 2,

 
It was agreed, — That Bill C-287, in Clause 2, be amended by replacing, in the French version, lines 1 to 3 on page 2 with the following:

“JOURNÉE NATIONALE DES GARDIENS DE LA PAIX (CASQUES BLEUS)

2. Le 9 août est, dans tout le Canada, désigné comme “Journée nationale des Gardiens de la paix (Casques bleus)”.”

 

Clause 2, as amended, carried.

 

Clause 3 was negatived.

 

On Clause 4,

 
It was agreed, — That Bill C-287, in Clause 4, be amended by replacing, in the French version, line 7 on page 2 with the following:

“Gardiens de la paix (Casques bleus) n'est pas une fête légale ni un”

 

Clause 4, as amended, carried.

 

On Clause 1,

 
It was agreed, — That Bill C-287, in Clause 1, be amended by replacing, in the French version, lines 25 and 26 on page 1 with the following:

1.Loi sur la Journée nationale des Gardiens de la paix (Casques bleus).”

 

Clause 1, as amended, carried.

 

On the Preamble,

 
It was agreed, — That Bill C-287, in the Preamble, be amended by replacing lines 8 to 10 on page 1 with the following:

“participating in peacekeeping and peace support operations along with many members of Canadian police services, diplomats and civilians;”

 
It was agreed, — That Bill C-287, in the Preamble, be amended

(a) by replacing, in the French version, line 13 on page 1 with the following:

“que cent soixante-quatre Gardiens de la paix (Casques bleus)”

(b) by replacing, in the French version, line 18 on page 1 with the following:

“que le 9 août 1974, neuf Gardiens de la paix (Casques bleus)”

 

The Preamble, as amended, carried.

 

On the Title,

 
It was agreed, — That Bill C-287 be amended by replacing, in the French version, the long title on page 1 with the following:

“Loi instituant la Journée nationale des Gardiens de la paix (Casques bleus)”

 

The Title, as amended, carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill,as amended, to the House.

 

ORDERED, — That Bill C-287, as amended, be reprinted for the use of the House at report stage.
