The Standing Committee on Veterans Affairs met at 9:04 a.m. this day, in Room 112-N, Centre Block, the Vice-Chair, Brent St. Denis, presiding.

 

Members of the Committee present: Hon. Albina Guarnieri, Betty Hinton, Gilles-A. Perron, Bev Shipley, Brent St. Denis, Peter Stoffer, David Sweet and Roger Valley.

 

Acting Members present: Christian Ouellet for Jean-Yves Roy.

 

In attendance: Library of Parliament: Michel Rossignol, Analyst.

 

Witnesses: Department of Veterans Affairs: Bryson Guptill, Director General, Program and Service Policy Division; Raymond Lalonde, Director, National Centre for Operational Stress Injuries, Ste. Anne's Hospital.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, May 16 2006, the Committee resumed its study on the Veterans Independence Programme and Health Care Review.
 

Raymond Lalonde and Bryson Guptill made statements and answered questions.

 

At 10:45 a.m., the sitting was suspended.

At 10:46 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, it was agreed, — That the Committee suspend its study of a Bill of Rights until such time as a written response is received from the Minister of Veterans Affairs with respect to the following:

1) What is the legal standing and enforcement provisions of the now posted "Bill of Rights?"

2) Should the posted statement of rights, absent any legal standing, be more accurately called a Mission Statement or Code of Conduct?

3) Is the Minister or Government open to suggestions including adding enforcement measures to the posted statement of rights?

And that the Chair be asked to convey this resolution in a letter to the Minister of Veterans Affairs. .

 

At 10:55 a.m., the Committee adjourned to the call of the Chair.
