The Standing Committee on Procedure and House Affairs met at 11:04 a.m. this day, in Room 112-N, Centre Block, the Chair, Hon. Don Boudria, presiding.

 

Members of the Committee present: Françoise Boivin, Hon. Don Boudria, Yvon Godin, Michel Guimond, Jay Hill, Dale Johnston, Hon. Dominic LeBlanc, Hon. Judi Longfield, Pauline Picard, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Hon. Bill Blaikie for Yvon Godin, Brian Jean for Bill Casey, Tom Lukiwski for Jay Hill, Richard Marceau for Pauline Picard, Réal Ménard for Michel Guimond, Lee Richardson for Bill Casey, Jean-Yves Roy for Michel Guimond, Benoît Sauvageau for Michel Guimond and Hon. Raymond Simard for Hon. Dominic LeBlanc.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Witnesses: Office of the Chief Electoral Officer: Jean-Pierre Kingsley, Chief Electoral Officer of Canada; Diane R. Davidson, Deputy Chief Electoral Officer and Chief Legal Counsel; Janice Vézina, Senior Director, Election Financing and Corporate Services.

 
Pursuant to Standing Order 108(3)(a)(iii), the Committee commenced consideration of an amendment to the Standing Orders.
 

Jay Hill moved, — That, given the official opposition supply day was cancelled by the government yesterday, April 18th, the committee give the House the opportunity to hold the government to account by recommending that Standing Order 81(10) be amended by adding:

“(d) For the Supply period ending no later than June 23, 2005, if the government has not designated any of the remaining 6 allotted days so that an opposition motion can be considered on or before May 18, 2005, that May 19, 2005 shall be so designated, and if a recorded division is demanded on May 19, 2005, the vote shall not be deferred beyond the ordinary hour of daily adjournment on that day.”;

That, on May 30, 2005, this new section (d) of Standing Order 81(10) shall lapse and be withdrawn.”; and

That the committee instruct the Chair to table this report on Wednesday, April 20, 2005.

Debate arose thereon.

 

At 12:20 p.m., Dale Johnston, Vice-Chair, took the Chair.

 

At 12:27 p.m., Hon. Don Boudria returned to the Chair.

 

A point of order was raised regarding the time of adjournment of the meeting.

 

RULING BY THE CHAIR

Unless a motion to adjourn is moved and adopted, the debate on the motion before the Committee can continue, notwithstanding the scheduled time of adjournment of 1 o'clock p.m.

 

Whereupon, Hon. Judi Longfield appealed the decision of the Chair.

 

The question: “Shall the decision of the Chair be sustained?“ was put and the decision was sustained, by a show of hands: YEAS: 7; NAYS: 4.

 

By unanimous consent, it was agreed, — That the witnesses be dismissed and that Jean-Pierre Kingsley's presentation be filed as an exhibit.

 

At 2:00 p.m., the sitting was suspended.

At 3:10 p.m., the sitting resumed.

 

On motion of Brian Jean, it was agreed, — That the motion of Jay Hill be amended by replacing the words “Wednesday, April 20, 2005” with the words “Friday, April 22, 2005”.

 

By unanimous consent, it was agreed, — That the Committee adjourn until 11:00 a.m. on Thursday, April 21, 2005;

That the first item of business be the motion in the name of Jay Hill; and

That all questions to dispose of the said item be put no later than 1:00 p.m.

 

At 3:29 p.m., the Committee adjourned until Thursday, April 21, 2005, at 11:00 a.m.
