The Standing Committee on Procedure and House Affairs met in a televised session at 11:09 a.m. this day, in Room 253-D, Centre Block, the Chair, Hon. Don Boudria, presiding.

 

Members of the Committee present: Françoise Boivin, Hon. Don Boudria, Bill Casey, Yvon Godin, Michel Guimond, Dale Johnston, Hon. Dominic LeBlanc, Hon. Judi Longfield, Pauline Picard, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Hon. Ed Broadbent for Yvon Godin and Hon. Rob Nicholson for John Reynolds.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Witnesses: University of Ottawa: Nathalie Des Rosiers, Dean, Faculty of Civil Law. Law Commission of Canada: Bernard Colas, Acting President; Steven Bittle, Senior Research Officer.

 
Pursuant to the Order of Reference of Thursday, November 25, 2004, the Committee commenced its study on electoral reform.
 

The witnesses made statements and answered questions.

 

At 12:32 p.m., the sitting was suspended.

At 12:33 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 12:54 p.m., the Committee resumed sitting in public.

 

On motion of Dominic LeBlanc, it was agreed, — That, in relation to its study on electoral reform, 7 members of the Standing Committee on Procedure and House Affairs be authorized to travel to Wellington (New Zealand) and Canberra (Australia) from March 24 to April 3, 2005, and that the necessary staff do accompany the Committee; and

That, in relation to its study on electoral reform, 7 members of the Standing Committee on Procedure and House Affairs be authorized to travel to Edinburgh (UK), London (UK) and Berlin (Germany) from March 24 to April 3, 2005, and that the necessary staff do accompany the Committee.

 

On motion of Ed Broadbent, it was agreed, — That a travel budget of $289,695 be approved by the Committee in relation to the trips to the United Kingdom, Germany, New Zealand and Australia, and that the Chair be instructed to present the travel budget to the Liaison Committee for its consideration at the earliest opportunity.

 

At 12:58 p.m., the Committee adjourned to the call of the Chair.
