The Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities met at 11:06 a.m. this day, in Room 209 West Block, the Chair, Raymonde Folco, presiding.

 

Members of the Committee present: Peter Adams, Eleni Bakopanos, Jean-Claude D'Amours, Barry Devolin, Raymonde Folco, Paul Forseth, Christiane Gagnon, Yves Lessard, Mario Silva and Peter Van Loan.

 

Acting Members present: Alain Boire for Christiane Gagnon, Alain Boire for Yves Lessard, Paul Crête for Yves Lessard and Alexa McDonough for Tony Martin.

 

In attendance: Library of Parliament: Kevin Kerr, Analyst; Chantal Collin, Analyst.

 

Witnesses: Quebec Federation of University Students: Pier-André Bouchard St-Amant, President. Canadian Federation of Students: Ian Boyko, Campaigns and Government Relations Coordinator. Canadian Alliance of Student Associations: James Kusie, National Director. Canadian Association of University Teachers: David Robinson, Associate Executive Director. Quebec Federation of University Students: Nick Vikander, Vice-President University Affairs. Canadian Alliance of Student Associations: Toby White, Government Relations Officer.

 
Pursuant to the Order of Reference of Thursday, October 14, 2004, the Committee resumed consideration of Bill C-5, An Act to provide financial assistance for post-secondary education savings.
 

Ian Boyko, David Robinson, James Kusie and Pier-André Bouchard made a statement and, with the other witnesses, answered questions.

 

It was agreed, — That the Committee hear witnesses on C-5 on Tuesday November 2, 2004; that the Subcommittee on Employment Insurance meet on November 4, 2004; that the Committee hear from the Ministers on Estimates November 16 and 23 and from witnesses on C-5 November 18th.

 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

The Sub-Committee on Agenda and Procedure of the Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities has the honor to present its FIRST REPORT to the Standing Committee. Your Sub-Committee met Thursday October 26th and agreed to make the following recommendations:

- That the selection of witnesses on Bill C-5, An Act to provide financial assistance for post-secondary education savings be grouped under four categories: 1- Student / Teacher Representatives (October 28th) 2- Community Advocates / Parental Association and Union Organizations (November 2nd ) 3- Experts Research Organizations and RESP Promoters (November 4th ) 4- Others (November 16th ) and: - That each party submit as soon as possible to the Clerk the name of one organization they would like to see appear under each category.

- That pursuant to Standing Order 108(1) (a)(b), a Sub-Committee of the Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities be established, and that pursuant to 108(2) the Sub-Committee study issues of the Employment Insurance Funds.

- That the Sub-Committee be chaired by a liberal member and composed of five members or associate members of the Committee namely one government member and one member representing the Conservative Party, one member representing the Bloc Québécois and one member representing the New Democratic Party to be named after the usual consultations with the whips and filed with the Clerk.

- That the Sub-Committee report thereon its findings and recommendations to the Committee.

- That the Sub-Committee be empowered, except when the House otherwise orders, to send for persons, papers and records, to sit while the House is sitting, to receive evidence, to sit only during a time when the Standing Committee is not sitting, unless otherwise authorized by the Standing Committee, to print from day to day such papers as may be ordered by it and to authorize the Chair to hold meetings to receive evidence when a quorum is not present provided that at least three members are present including the opposition.

- That when the Chair of the Sub-Committee is unable to act in that capacity at or during a meeting of the Sub-Committee, he shall designate a member of the Sub-Committee to act as Chair at or during the said meeting.

- That substitution of members on the Sub-Committee be in accordance with Standing Order 114(2)(b) and (c).

- That the Committee authorize the allocation of sufficient funds from its budget to the Sub-Committee for the payment of reasonable travelling and living expenses to witnesses appearing before the Sub-Committee.

- That the Sub-Committee be empowered to retain the services of analysts from the Library of Parliament.

- That it also be empowered to retain the professional, clerical and stenographic help as may be required.

 

It was agreed, — That the First Report of the Steering Committee be concurred in taking into account the amendments to the dates the Committee as adopted earlier.

 

At 12:58 p.m., the Committee adjourned to the call of the Chair.
