CHPC Committee Report

Pursuant to Standing Order 108(2), the Standing Committee on Canadian Heritage has since December 2004 been studying the state of the Canadian Feature Film Industry.

Conformément à l’article 108(2) du Règlement, le Comité permanent du patrimoine canadien a étudié depuis décembre 2004 la situation de l’industrie canadienne de la cinématographie.

The Committee’s terms of reference for its study were as follows:

It is proposed to conduct a comprehensive study on the evolving role of the federal government in support of the Canadian Feature Film Industry. In particular, the Committee will examine the following:

Il est proposé d’effectuer une étude exhaustive sur l’évolution du rôle du gouvernement fédéral en appui à l’industrie canadienne de la cinématographie. En particulier, le Comité examinera les éléments suivants:

• The influence and effectiveness of the Government of Canada’s Canadian Feature Film Policy (2000).

• L’influence et l’efficacité de la politique cinématographique canadienne du gouvernement fédéral (2000).

• The structure and effectiveness of existing direct and indirect support mechanisms (e.g., Telefilm Canada, the National Film Board, Canadian Television Fund, tax credits).

• La structure et l’efficacité des mécanismes de soutien direct et indirect (Téléfilm Canada, Office national du film, Fonds canadien de télévision, crédits d’impôt, par exemple).

The objective of this study will be to identify the extent to which the Government of Canada’s Canadian Feature Film Industry policy has helped to: develop and retain talented creators; foster quality and diversity of Canadian film; build larger audiences at home and abroad; preserve and disseminate our collection of Canadian films.

L’étude aura pour objectif de découvrir dans quelle mesure la politique cinématographique canadienne du gouvernement fédéral a contribué à développer et à retenir des créateurs talentueux, à favoriser la qualité et la diversité du cinéma canadien, à accroître le nombre de spectateurs, ici et à l’étranger, ainsi qu’à préserver et à diffuser notre collection de films canadiens.

Since the launch of its study, the Committee has heard from more than 142 witnesses and has received more than 78 briefs and submissions. It has also traveled to Winnipeg, Toronto and Montreal to hold hearings and site visits.

Depuis le début de son étude, le Comité a entendu plus de 142 témoins et a reçu plus de 78 mémoires. Il s’est aussi rendu à Winnipeg, Toronto et Montréal pour tenir des audiences et visiter des sites.

The Committee observes that present circumstances may preclude the timely release of a full report on the state of Canada’s Canadian Feature Film Industry. It commits, however, to continue its examination of the industry and, as soon as circumstances permit, to release a comprehensive report.

Le Comité note que les circonstances actuelles pourraient empêcher la production dans les délais prévus d’un rapport complet sur la situation de l’industrie canadienne de la cinématographie. Il s’engage toutefois à poursuivre son étude de l’industrie et, dès que les circonstances le permettront, à produire un rapport complet.

The Committee thanks all those who have contributed to the Committee’s study to date and looks forward to hearing from those witnesses who have not yet had the opportunity to appear.
