The Standing Committee on Agriculture and Agri-Food met at 3:33 p.m. this day, in Room 371 West Block, the Chair, Paul Steckle, presiding.

 

Members of the Committee present: David L. Anderson, Charlie Angus, James Bezan, Claude Drouin, Wayne Easter, Mark Eyking, Roger Gaudet, Larry Miller, Denise Poirier-Rivard, Gerry Ritz, Paul Steckle and Rose-Marie Ur.

 

Acting Members present: Bev Desjarlais for Charlie Angus.

 

In attendance: Library of Parliament: Jean-Denis Fréchette, Principal. House of Commons: Wayne Cole, Legislative Clerk.

 

Witnesses: Transport Canada: John Dobson, Senior Policy Coordinator Grain Monitoring, Surface Transportation Policy. Canadian Grain Commission: Reg Gosselin, Director, Corporate Services. Department of Agriculture and Agri-Food: Howard Migie, Director General, Strategic Policy Branch.

 
Pursuant to the Order of Reference of Tuesday, April 19, 2005, the Committee resumed consideration of Bill C-40, An Act to amend the Canada Grain Act and the Canada Transportation Act.
 

The Committee resumed its clause-by-clause study of the Bill.

 

The witnesses answered questions.

 

Clause 1 carried.

 

On Clause 2,

Bev Desjarlais moved, — That Bill C-40, in Clause 2, be amended by replacing line 9 on page 1 with the following:

replaced by the following:

(a) shall notify the Commission immediately after grain of any grade received into, in or discharged from the elevator is mixed with grain of any other grade; and”

Debate arose thereon.

 

The question was put on the amendment of Bev Desjarlais and it was negatived, by a show of hands: YEAS: 1; NAYS: 10.

 

Clause 2 carried on division.

 
New Clause 2.1
 
Gerry Ritz moved, — That Bill C-40 be amended by adding after line 11 on page 1 the following new clause:

2.1 The Act is amended by adding the following after section 120:

REVIEW AND REPORT

120.1 Within a year after the coming into force of this section, the Minister shall cause:

(a) an independent and comprehensive review of the Commission and of the provisions and operation of this Act to be conducted; and

(b) a report on the review to be laid before each House of Parliament, including a statement of any changes recommended by the authors of the review.”

 

After debate, the question was put on the amendment of Gerry Ritz and it was agreed to.

 

Clause 3 carried on division.

 

Clause 4 carried on division.

 

The Bill, as amended, carried on division.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

At 4:11 p.m., the sitting was suspended.

At 4:14 p.m., the Committee proceeded to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Standing Committee on Agriculture and Agri-Food be granted an operational budget of $20, 450.00 for its study on Bill C-40.

 

Rose-Marie Ur moved, — That the Committee submit a budget to the Subcommittee on Committee Budgets for travel to Geneva, Paris and London in the fall of 2005.

 

After debate, the question was put on the motion and it was agreed to.

 

At 4:35 p.m., the Committee adjourned to the call of the Chair.
