The Subcommittee on Solicitation Laws of the Standing Committee on Justice and Human Rights met at 4:00 p.m. this day, in Room 307 West Block, Hedy Fry, presiding.

 

Members of the Subcommittee present: Chuck Cadman, Libby Davies, Hedy Fry, Richard Marceau, Inky Mark and Paddy Torsney.

 

Other Members present: Réal Ménard.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst.

 

Witnesses: Department of Justice: Lucie Angers, Senior Counsel, Criminal Law Policy Section; Richard G. Mosley, Assistant Deputy Minister, Criminal Law Policy Section.

 
Pursuant to Standing Order 108(2) , the Committee commenced its study on the Review the solicitation laws.
 

On motion of Libby Davies, it was agreed, — That witnesses be given 10 minutes for their opening statement; that, at the discretion of the Chair, during the questioning of witnesses, there be allocated 10 minutes for the first questioner of each party; and that thereafter 5 minutes be allocated to each subsequent questioner alternating between Government and Opposition parties.

 

The witnesses made statements and answered questions.

 

At 5:14 p.m., the sitting was suspended.

At 5:15 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Libby Davies, it was agreed, — That the Subcommittee mandate one of its researchers to attend a conference on solicitation in Victoria British Columbia, and approve a budget in the amount of $5,557.25 for this purpose, and that the Chair present the said budget to the Standing Committee on Justice and Human Rights. .

 

On motion of Libby Davies, it was agreed, — That the Subcommittee prepare a budget for its study on the review of solicitation laws, for the purpose of holding hearings in nine canadien cities such as Whitehorse, Vancouver, Edmonton, Saskatoon, Winnipeg, Québec, Montréal, Halifax et Toronto, and that the Chair present the said budget to thte Standing Committee on Justice and Human Rights.

 

On motion of Libby Davies, it was agreed, — That the Subcommittee prepare a budget for its study on the review of solicitation laws, with a view to arranging a visit and planning meetings in Amsterdam, Netherlands, and that the Chair present the said budget to Standing Committee on Justice and Human Rightsfor its study on Solicitation Laws.

 

On motion of Libby Davies, it was agreed, — That the Subcommittee adopt the proposed operating budget in the amount of $25,000.00 for its study on the review of solicitation laws, for the purpose of holding hearings in Ottawa, and that the Chair present the said budget to Standing Committee on Justice and Human Rights..

 

By unanimous consent, it was agreed, — That the Subcommittee meet Tuesday, October 21 from 4:00 p.m. to 6 :00 p.m..

 

At 5:39 p.m., the Subcommittee adjourned to the call of the Chair.
