Meeting No. 5

Tuesday, April 8, 2003

The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 4:20 p.m. this day, in Room 701, La Promenade Building, the Chair, Irwin Cotler, presiding.

Members of the Sub-committee present: Irwin Cotler, Deepak Obhrai, Yves Rocheleau.

Other Member present: Keith Martin.

In attendance: From the Parliamentary Research Branch, Library of Parliament: James Lee, Research Officer.

Witnesses: From the Department of Foreign Affairs and International Trade: Anne-Marie Bourcier, Director General of the Africa Bureau; David Angell, Deputy to the Personal Representative of the Prime Minister for Africa and, Director of the Eastern and Southern Africa Division; Louis-Robert Daigle, Deputy Director of Central and Francophone Africa of the West and, Central Africa Division. From the Canadian International Development Agency: Jean-Marc Métivier, Vice-President, Multilateral Programmes Branch; Louise Marchand, Director General, International Humanitarian Assistance, Multilateral Programmes Branch; Ernest Loevinsohn, Director General, Program against Hunger, Malnutrition and Disease; John Deyell, Regional Director, East Africa and the Horn, Africa and Middle East.

Pursuant to Standing Order 108(2), the Committee resumed its study of the urgent matter of the humanitarian catastrophe in African (See Minutes of proceedings of Wednesday, February 26, 2003, Meeting no. 1).

Anne-Marie Bourcier and Jean-Marc Métivier made statements and with the other witnesses answered questions.

At 6:10 p.m., the Sub-Committee adjourned to the call of the Chair.
