MINUTES OF PROCEEDINGS

Meeting No. 1

Thursday, November 28, 2002

The Sub-Committee on International Trade, Trade Disputes and Investment of the Standing Committee on Foreign Affairs and International Trade met at 9:40 a.m. this day, in Room 536, Wellington Building.

Members of the Sub-Committee present: Stéphane Bergeron, Bill Casey, Mark Eyking, Mac Harb, Pat O'Brien, Bob Speller.

Acting Member present: Jason Kenney for Rick Casson.

In attendance: From the Research Branch of the Library of Parliament: Peter Berg and Michael Holden, analysts.

Pursuant to Standing Order 106(1), Election of a Chair.

The Clerk presided over the election of a Chair.

On motion of Pat O'Brien, it was agreed, - That Mac Harb be elected as Chair of the Sub-Committee.

On motion of Mark Eyking, it was agreed, - That Stéphane Bergeron be elected as Vice-Chair of the Sub-Committee.

On motion of Bob Speller, it was agreed, - That Mark Eyking be elected as Vice-Chair of the Sub-Committee.

The Sub-Committee proceeded to future business.

On motion of Stéphane Bergeron, it was agreed, - That the Chair be authorized to hold meetings to receive evidence when a quorum is not present provided that at least three (3) members are present, including a member of the Opposition.

On motion of Stéphane Bergeron, it was agreed, - That witnesses be given ten (10) minutes for their opening statement and, that during the questioning of witnesses, there be allocated ten (10) minutes for each questioner, at the discretion of the Chair.

On motion of Stéphane Bergeron, it was agreed, - That the Sub-Committee seek authority to travel to the Asia-Pacific region in the spring of 2003.

At 9:55 a.m., the Committee adjourned to the call of the Chair.
