Meeting No. 6

Tuesday, January 28, 2003

The Standing Committee on Government Operations and Estimates met at 11:10 a.m. this day, in Room 308, West Block, the Chair, Reg Alcock, presiding.

Members of the Committee present: Reg Alcock, Roy Cullen, Ken Epp, Paul Forseth, Liza Frulla, Robert Lanctôt, Steve Mahoney, Gilles-A. Perron, The Hon. Andy Scott and Alex Shepherd.

Acting Members present: Judy Sgro for Paul Szabo.

In attendance: From the Library of parliament:  Jack Stilborn, Analyst; Philippe Le Goff, Analyst.

Witness: As an Individual: Evert A. Lindquist, Director, School of Public Administration, University of Victoria.

Pursuant to Standing Order 108(3)(g), the Committee commenced a study on New Public Management and ICTs (Information and Communications Technologies).

On motion of Paul Forseth, it was agreed: “That pursuant to Standing Order 108 (3)(g) the Committee undertakes a broad study of Modern Public Management including issues surrounding the use of New Information and Communications Technologies (ITCs) by government, and that the schedule of meetings by as follows:

Week 1:           Academics & former public servants: need for new Public Management

Week 2:           ICTs & Organizational Change

Week 3:           New Public Management, the inside view

Week 4:           Access to Information & Privacy

Week 5:           Introductory sessions on Estimates and Public Service Reform led by

our two sub-committees, subject to availability of witnesses and at

the discretion of the Chair.

Evert Lindquist made an opening statement and answered questions.

At 1:04 p.m., the Committee adjourned to the call of the Chair.
