The Standing Committee on Government Operations and Estimates met in camera at 3:33 p.m. this day, in Room 253-D Centre Block, the Chair, Reg Alcock, presiding.

 

Members of the Committee present: Reg Alcock, Carolyn Bennett, Roy Cullen, Paul Forseth, Robert Lanctôt, Pat Martin, Judy Sgro, Paul Szabo and Tony Valeri.

 

Acting Members present: Leon Benoit for Gerry Ritz, John Bryden for Raymonde Folco, Derek Lee for Carolyn Bennett, Derek Lee for Tony Tirabassi, Lawrence MacAulay for Tony Tirabassi and Alex Shepherd for Steve Mahoney.

 

Associate Members present: Right Hon. Joe Clark.

 

In attendance: Library of Parliament: Jack Stilborn, Analyst.

 

Witnesses: Office of the Privacy Commissioner of Canada: Robert Marleau, Interim Privacy Commissioner; Carman Baggaley, Acting Director.

 
The Committee commenced its consideration of a draft report of the Subcommittee on the Estimates process, in camera.
 

It was agreed, — That pursuant to Standing Order 108(1)(a), a subcommittee on the issue of potential contempt arising from the hearings on the Office of the Privacy Commissioner, co- chaired by Derek Lee and Paul Forseth be established to inquire into all matters relating to the issue of potential contempt arising from the hearings on the Office of the Privacy Commissioner, and

- That the Subcommittee be composed of eight (8) members or associate members of the Committee: four (4) government members and four (4) members representing the opposition parties to be named after the usual consultations with the Whips and filed with the Clerk and that the Subcommittee be empowered to send for persons, papers and records, to receive evidence, to sit during a time when the Standing Committee is not sitting, unless otherwise authorized by the Committee, to sit when the Committee is sitting outside Parliamentary Precinct and to sit during periods when the House stands adjourned, to print from time to time such papers as may be ordered by it and to authorize the Chair to hold meetings to receive evidence when a quorum is not present provided that at least (3) members are present including the opposition; that the Subcommittee be empowered to retain the services of research officers from the Library of Parliament and; that the Subcommittee be empowered to retain professional services as may be required.

 

It was agreed, — That the Committee invite Officials from the Public Works and Government Services Canada to appear before the Committee on Wednesday, September 24, 2003, to discuss the Review of the Seized Property Management Act.

 

At 4:11 p.m., the sitting was suspended.

 

At 4:15 p.m., the sitting resumed and the Committee proceeded to sit in public.

 
Pursuant to Standing Order 32(5) and 108(3)(c), the Committee commenced consideration of the Annual Report of the Privacy Commissioner 2003, referred to the Committee on Wednesday, September 17, 2003.
 

The Interim Privacy Commissioner made a statement and, with Carmen Baggaley, answered questions.

 

On motion of Derek Lee, it was agreed, — That pursuant to Standing Order 108(1)(a), a subcommittee on whistle blowing co-chaired by Raymonde Folco and Pat Martin be established to inquire into all matters relating to whistle blowing, and

- That the Subcommittee be composed of eight (8) members or associate members of the Committee: four (4) government members and four(4) members representing the opposition parties to be named after the usual consultations with the Whips and filed with the Clerk and that the Subcommittee be empowered to send for persons, papers and records, to receive evidence, to sit during a time when the Standing Committee is not sitting, unless otherwise authorized by the Committee, to sit when the Committee is sitting outside Parliamentary Precinct and to sit during periods when the House stands adjourned, to print from time to time such papers as may be ordered by it and to authorize the Chair to hold meetings to receive evidence when a quorum is not present provided that at least 3 members are present including the opposition; that the Subcommittee be empowered to retain the services of research officers from the Library of Parliament and; that the Subcommittee be empowered to retain professional services as may be required.
