The Standing Committee on Justice and Human Rights met in a televised session at 9:05 a.m. this day, in Room 237-C, Centre Block, the Chair, Hon. Andy Scott, presiding.

Members of the Committee present: Chuck Cadman, Marlene Jennings, Robert Lanctôt, Derek Lee, Paul Harold Macklin, John Maloney, John McKay, L'hon. Lorne Nystrom, Pat O'Brien, L'hon. Andy Scott, Kevin Sorenson, Vic Toews.

Acting Members present: Howard Hilstrom for Garry Breitkreuz, Loyola Hearn for Peter MacKay, Svend Robinson for L’hon. Lorne Nystrom (10:40 a.m. – 11:20 a.m.).

In attendance: From the Library of Parliament: Philip Rosen, senior analyst.

Appearing: Hon. Wayne Easter, Solicitor General of Canada.

Witnesses: From the Department of the Solicitor General: Nicole Jauvin, Deputy Solicitor General. From the Canadian Security Intelligence Service: Ward P. Elcock, Director. From the Royal Canadian Mounted Police: Giuliano Zaccardelli, Commissioner. From the National Parole Board: Ian Glen, Chair. From Correctional Service Canada: Lucie McClung, Commissioner. From the Canadian Firearms Centre: William V. Baker, Chief Executive Officer.

Pursuant to Standing Order 81(4), consideration of the Main Estimates 2003-2004, Votes 1, 5, 10, 15, 20, 25, 30, 35, 40, 45, 50 and 55 under SOLICITOR GENERAL.

The witnesses made a statement and answered questions.

At 11:00 a.m., the sitting was suspended.

At 11:02 a.m., the sitting resumed in non-televised session.

At 11:20 a.m., the Committee adjourned to the call of the Chair.
