Wednesday, December 11, 2002

The Standing Committee on Justice and Human Rights met at 3:37 p.m. this day, in Room 701, La Promenade Building, the Vice-Chair, John McKay, presiding.

Members of the Committee present: Garry Breitkreuz, Chuck Cadman, Derek Lee, Peter MacKay, Paul Harold Macklin, John Maloney, Richard Marceau, John McKay.

In attendance: From the Library of Parliament: Philip Rosen, senior analyst, Robin MacKay, analyst.

Witnesses: From the Canadian Resource Centre for Victims of Crime: Steve Sullivan, President.  From the Barreau du Québec: Me Carole Brosseau, Lawyer, Research & Legislation.  From the Canadian Criminal Justice Association: Elizabeth White, President; Matthew Yeager, Member, Policy Review Committee.  As an Individual: Michelle Meredith Wreggit.

Pursuant to Standing Order 108(2), the Committee resumed consideration of the issue of conditional sentencing.

The witnesses made a statement and answered questions.

At 5:05 p.m., the Committee adjourned to the call of the Chair.
