Monday, June 9, 2003

The Standing Committee on Industry, Science and Technology met in a televised session at 3:30 p.m. this day, in Room 253-D, Centre Block, the Chair, Walt Lastewka, presiding.

Members of the Committee present: Larry Bagnell, Paul Crête, Cheryl Gallant, Walt Lastewka, Serge Marcil, Dan McTeague, James Rajotte, Brent St. Denis, Paddy Torsney and Joseph Volpe.

Acting Members present: Rob Merrifield for Brian Fitzpatrick, Svend Robinson for Brian Masse and Bernard Patry for Hon. Gilbert Normand.

In attendance: From the Library of Parliament: Geoffrey P. Kieley and Dan Shaw, Research Officers.

Witnesses: From the Department of Industry: Andreï Sulzenko, Senior Assistant Deputy Minister, Policy Sector; Marie-Josée Thivierge, Director General, Marketplace Framework Policy Branch; Douglas Clark, Acting Senior Project Leader, Patent Policy Directorate; Rob Sutherland-Brown, Senior Counsel, Legal Services. From the Department of Health: Dr. Robert Peterson, Director General, Therapeutics Products Directorate, Health Products and Food Branch; David Lee, Director, Office of Patented Medicines and Liaison; Anne Bowes, Manager, Patent and Liaison; David K. Edwards, Legal Counsel, Legal Services.

Pursuant to Standing Order 108(2), the Committee resumed its consideration of the Automatic Injunction Provisions in the Patented Medicine (Notice of Compliance) Regulations of the Patent Act.

Andreï Sulzenko made an opening statement and, with Marie-Josée Thivierge, Douglas Clark, Rob Sutherland-Brown, Robert Peterson, David Lee, Anne Bowes and David Edwards answered questions.

At 5:31 p.m., the Committee adjourned to the call of the Chair.
