MINUTES OF PROCEEDINGS

Meeting No. 12

Thursday, December 12, 2002

The Standing Committee on Canadian Heritage met at 9:07 a.m. this day, in Room 308, West Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Jim Abbott, Sarmite Bulte, Rodger Cuzner, Christiane Gagnon, John Harvard, Wendy Lill and Clifford Lincoln.

In attendance: From the Library of Parliament: Joseph Jackson and Terrence Thomas, research officers.  Consultant:  David Black.

Witnesses: From the Department of Canadian Heritage: Denny Gélinas, Director General, International Affairs; Barbara Motzney, Director, International Relations and Policy Development. As Individual: Peter S. Grant, Senior Partner, McCarthy Tétreault, Member, SAGIT; Ivan Bernier, Professor, Law Faculty, University Laval. From the Coalition for Cultural Diversity: Robert Pilon, Executive Vice-President. From the Sectoral Advisory Group on International Trade (SAGIT) for Cultural Industries: Ken Stein, Chair, SAGIT for Cultural Industries and Vice-President, Corporate and Regulatory Affairs Shaw Communications. From the International Network for Cultural Diversity: Garry Neil, Coordinator. From the Canadian Radio-television and Telecommunications Commission: Charles Dalfen, Chairman; Jacques Langlois, Director General, Broadcasting Policy; William Howard, Senior Legal Counsel. From the Competition Bureau: Konrad von Finckenstein, Commissioner of Competition; Sally Southey, Assistant Commissioner, Communications; Ann Wallwork, Commissioner's Special Advisor; Dennis Corriveau, Senior Competition Law Officer.

Pursuant to Standing Order 108(2), the Committee resumed its study on the State of the Canadian Broadcasting System. (See Minutes of Proceedings dated November 7, 2002, meeting no. 2).

The Chair read into the record a letter from CanWest Global.

The Chair announced that the Committee’s proposed travel plans for January 2003 had not received approval.

The witnesses on the panel on Cultural Diversity made statements and answered questions.

At 11:10 a.m., the sitting was suspended.

At 11:18 a.m., the sitting resumed.

The Chairman of the CRTC, Charles Dalfen, made a statement and, with the other witnesses from the CRTC, answered questions.

The Commissioner of Competition, Konrad von Finckenstein, made a statement and answered questions.

At 12:50 p.m., the Committee adjourned to the call of the Chair.
