The Standing Committee on Foreign Affairs and International Trade met at 11:50 a.m. this day, in Room 269 West Block, the Chair, Bernard Patry, presiding.

 

Members of the Committee present: Stéphane Bergeron, Aileen Carroll, Irwin Cotler, John Harvard, André Harvey, Francine Lalonde, Diane Marleau, Keith Martin, Alexa McDonough, Bernard Patry and Karen Redman.

 

Acting Members present: Gary Schellenberger for Bill Casey.

 

In attendance: House of Commons: Elizabeth B. Kingston, Committee Clerk. Library of Parliament: James Lee, Analyst; Gerald Schmitz, Principal.

 
The Committee proceeded to the consideration of matters related to Committee business.
 
Pursuant to Standing Order 108(2), and the motion adopted by the Committee on September 18, 2003, the Committee resumed its consideration of cases involving the detention of Canadian citizens in certain foreign countries.
 

Alexa McDonough moved, — That the Standing Committee on Foreign Affairs and International Trade call on the Government of Canada to initiate an independent public enquiry into the Maher Arar case, to examine the role that government departments and agencies played in his deportation by the US and his subsequent incarceration in Syria.

Debate arose thereon.

 

On motion of Irwin Cotler, it was agreed, — That the motion be amended by replacing the words “to examine” with the words “including the examination of” .

 

The Committee resumed consideration of the motion, as amended, of Alexa McDonough, — That the Standing Committee on Foreign Affairs and International Trade call on the Government of Canada to initiate an independent public enquiry into the Maher Arar case, including the examination of the role that government departments and agencies played in his deportation by the US and his subsequent incarceration in Syria

 

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: Stéphane Bergeron, Irwin Cotler, Francine Lalonde, Diane Marleau, Keith Martin, Alexa McDonough, Karen Redman — 7; NAYS: Aileen Carroll, John Harvard, André Harvey — 3.

 

On motion of Alexa McDonough, it was agreed, — That the motion be adopted as a report of the Committee and that the Chair present the report to the House.

 

At 12:35 p.m., the Committee proceeded to sit in camera.

 

The Committee discussed its future business.

 

It was agreed, — That the Committee hold a working meal to exchange views and experiences on the travel and hearings, related to the study on relations with Muslim countries.

 

At 12:45 p.m., the Committee adjourned to the call of the Chair.
