Meeting No. 10

Thursday, February 13, 2003

The Legislative Committee on Bill C-17 met in a televised session at 9:06 a.m. this day, in Room 237-C, Centre Block, the Chair, Bob Kilger, presiding.

Members of the Committee present:  Rex Barnes, Joe Comartin, Irwin Cotler, Marlene Jennings, Bob Kilger, Mario Laframboise, Gary Lunn, Steve Mahoney, John O'Reilly, Marcel Proulx.

Other Members present:  Aileen Carroll, Derek Lee.

In attendance: From the Library of Parliament:  Margaret Young, Analyst.

Witnesses:  From the Office of the Auditor General: Sheila Fraser, Auditor General of Canada; Richard Flageole, Assistant Auditor General; Peter Kasurak, Principal, Audit Operations Branch. From the Royal Canadian Mounted Police: Giuliano Zaccardelli, Commissioner; Garry Loeppky, Deputy Commissioner; Wayne Hanniman, Inspector, Criminal Intelligence Directorate. From the Canadian Security Intelligence Service: Ward P. Elcock, Director. From the Canadian Air Transport Security Authority: Jacques Duchesneau, President and Chief Executive Officer; Ian S. MacKay, General Counsel and Corporate Secretary.

The Committee resumed consideration of Bill C-17, Public Safety Act 2002.

Sheila Fraser made a statement and, with the other witnesses from the Office of the Auditor General, answered questions.

At 9:57 a.m., the sitting was suspended.

At 10:04 a.m., the sitting resumed.

Giuliano Zaccardelli, Ward P. Elcock and Jacques Duchesneau made statements and, with the other witnesses from the Royal Canadian Mounted Police and the Canadian Air Transport Security Authority, answered questions.

At 11:55 a.m., the Committee adjourned to the call of the Chair.
