Meeting No. 20

Tuesday, February 4, 2003

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in a televised session at 10:05 a.m. this day, in Room 237-C, Centre Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Raymond Bonin, John Godfrey, Charles Hubbard, Nancy Karetak-Lindell, Brian Pallister, Julian Reed, Benoît Serré and Maurice Vellacott.

In attendance: From the Library of Parliament: Mary Hurley and Carol Hilling, Analysts. 

In attendance: From the Committees Branch: Rémi Bourgault, Committee Clerk.

Witnesses: From the Aboriginal Financial Officers Association of Canada: Donna Morin, Chair; Daniel Ryan, Chair and Chief Executive Officer. From Cornet Consulting and Mediation Inc.: Wendy Cornet. From the University of Ottawa: Bradford Morse, Professor, Faculty of Law.

Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

Donna Morin made an opening statement and with the witness, answered questions.

Wendy Cornet made an opening statement and answered questions.

At 11:45 a.m., the sitting was suspended.

At 12:10 p.m., the sitting resumed.

Bradford Morse made an opening statement and answered questions.

At 1:06 p.m., the Committee adjourned to the call of the Chair.
