The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in a televised session at 9:02 a.m. this day, in Room 237-C, Centre Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Gérard Binet, Raymond Bonin, David Chatters, John Godfrey, Charles Hubbard, Nancy Karetak-Lindell, Yvan Loubier, Anita Neville, Brian Pallister, Julian Reed, Maurice Vellacott.

Other Member present: Rick Laliberté

In attendance: From the Library of Parliament: Mary Hurley, analyst.

Witnesses: From the National Aboriginal Women's Association: Pamela Paul, President; Shirley Gagnon, Board Member. From the Office of the Information Commissioner of Canada: John M. Reid, Information Commissioner of Canada; Laurence Kearley, Senior Legal Advisor; J. Alan Leadbeater, Deputy Information Commissioner of Canada. From the Joint Ministerial Advisory Committee: Roy Bird, Co-Chair; Jim Aldridge, Co-Chair.

Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

Pamela Paul made an opening statement and answered questions.

John Reid made an opening statement and answered questions.

At 10:16 a.m., the sitting was suspended.

At 10:23 a.m., the sitting resumed.

Jim Aldridge and Roy Bird each made an opening statement and answered questions.

At 11:58 a.m., the Committee adjourned to the call of the Chair.
