Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Guay (Laurentides), seconded by Mr. Crête (Kamouraska -- Rivière-du-Loup -- Témiscouata -- Les Basques), Bill C-375, An Act to amend the Canada Labour Code, the Parliamentary Employment and Staff Relations Act and the Public Service Staff Relations Act (prohibited provision in a collective agreement), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Harb (Ottawa Centre), seconded by Mr. Bertrand (Pontiac -- Gatineau -- Labelle), Bill C-376, An Act to establish national literacy standards across Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Harb (Ottawa Centre), seconded by Mr. Bertrand (Pontiac -- Gatineau -- Labelle), Bill C-377, An Act respecting the National Conference on Guaranteed Annual Income, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Harb (Ottawa Centre), seconded by Mr. Bertrand (Pontiac -- Gatineau -- Labelle), Bill C-378, An Act to amend the Income Tax Act, the Members of Parliament Retiring Allowances Act, the Public Service Superannuation Act and the Royal Canadian Mounted Police Superannuation Act (dependent beneficiaries), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Harb (Ottawa Centre), seconded by Mr. Bertrand (Pontiac -- Gatineau -- Labelle), Bill C-379, An Act to establish national standards across Canada for education provided by the provinces, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Harb (Ottawa Centre), seconded by Mr. Bertrand (Pontiac -- Gatineau -- Labelle), Bill C-380, An Act to amend the National Archives of Canada Act and the Statistics Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Harb (Ottawa Centre), seconded by Mr. Bertrand (Pontiac -- Gatineau -- Labelle), Bill C-381, An Act to provide for the use of a maximum speed control device for use on motor vehicles and to prohibit the manufacture and sale of motor vehicles that are not equipped with a maximum speed control device, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mr. Cauchon (Minister of National Revenue), seconded by Mr. MacAulay (Solicitor General of Canada), Bill S-23, An Act to amend the Customs Act and to make related amendments to other Acts, was read the first time and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Vanclief (Minister of Agriculture and Agri-Food), seconded by Ms. Minna (Minister for International Cooperation), -- That Bill C-25, An Act to amend the Farm Credit Corporation Act and to make consequential amendments to other Acts, be now read a third time and do pass.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Monday, June 11, 2001, at the ordinary hour of daily adjournment.


The Order was read for the consideration at report stage of Bill C-24, An Act to amend the Criminal Code (organized crime and law enforcement) and to make consequential amendments to other Acts, as reported by the Standing Committee on Justice and Human Rights with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

    Group No. 1 -- Motions Nos. 1 and 2.
    Group No. 2 -- Motions Nos. 3 to 6.

Group No. 1

Mr. MacKay (Pictou -- Antigonish -- Guysborough), seconded by Mr. Keddy (South Shore), moved Motion No. 1, -- That Bill C-24, in Clause 2, be amended by adding after line 16 on page 4 the following:

    ````competent judicial authority'' means a Judge of any Court in Canada.''

Mr. MacKay (Pictou -- Antigonish -- Guysborough), seconded by Mr. Keddy (South Shore), moved Motion No. 2, -- That Bill C-24, in Clause 2, be amended by replacing line 34 on page 4 with the following:

    ``25.2 to 25.4, only after acquiring authorization from a competent judicial authority.''

Debate arose on the motions in Group No. 1.

The question was put on Motion No. 1 and it was negatived on division.

Accordingly, Motion No. 2 was also negatived on division.

Group No. 2

Mr. Manley (Minister of Foreign Affairs) for Ms. McLellan (Minister of Justice), seconded by Mr. Dion (Minister of Intergovernmental Affairs), moved Motion No. 3,

-- That Bill C-24, in Clause 4, be amended by replacing line 4 on page 13 with the following:

    ``justice system participant or journalist),''

Mr. Manley (Minister of Foreign Affairs) for Ms. McLellan (Minister of Justice), seconded by Mr. Dion (Minister of Intergovernmental Affairs), moved Motion No. 4,

-- That Bill C-24, in Clause 11, be amended by replacing lines 7 to 36 on page 18 with the following:

      ``423.1 (1) No person shall, without lawful authority, engage in conduct referred to in subsection (2) with the intent to provoke a state of fear in
    (a) a group of persons or the general public in order to impede the administration of criminal justice;
    (b) a justice system participant in order to impede him or her in the performance of his or her duties; or
    (c) a journalist in order to impede him or her in the transmission to the public of information in relation to a criminal organization.
      (2) The conduct referred to in subsection (1) consists of
    (a) using violence against a justice system participant or a journalist or anyone known to either of them or destroying or causing damage to the property of any of those persons;
    (b) threatening to engage in conduct described in paragraph (a) in Canada or elsewhere;
    (c) persistently or repeatedly following a justice system participant or a journalist or anyone known to either of them, including following that person in a disorderly manner on a highway;
    (d) repeatedly communicating with, either directly or indirectly, a justice system participant or a journalist or anyone known to either of them; and
    (e) besetting or watching the place where a justice system participant or a journalist or anyone known to either of them resides, works, attends school, carries on business or happens to be.''

Motion No. 5 was not proceeded with.

Mr. Manley (Minister of Foreign Affairs) for Ms. McLellan (Minister of Justice), seconded by Mr. Dion (Minister of Intergovernmental Affairs), moved Motion No. 6,

-- That Bill C-24, in Clause 81, be amended by replacing line 22 on page 68 with the following:

    ``justice system participant or journalist),''

Debate arose on the motions in Group No. 2.

The question was put on Motion No. 3 and it was agreed to.

Accordingly, Motions Nos. 4 and 6 were also agreed to.

Mr. Collenette (Minister of Transport) for Ms. McLellan (Minister of Justice), seconded by Mr. Dion (Minister of Intergovernmental Affairs), moved, -- That Bill C-24, An Act to amend the Criminal Code (organized crime and law enforcement) and to make consequential amendments to other Acts, as amended, be concurred in at report stage with further amendments.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill, as amended, was concurred in at report stage with further amendments.

PRIVATE MEMBERS' BUSINESS

At 1:32 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

Mr. Goldring (Edmonton Centre-East), seconded by Mr. Hill (Prince George -- Peace River), moved, -- That, in the opinion of this House, the government should develop a precise and workable definition of the terms ``affordable housing'', ``poverty'' and ``homeless'' to guide government policy and to establish legislative parameters for related government spending. (Private Members' Business M-245)

Debate arose thereon.
