Thursday, March 15, 2001
The Standing Committee on Public Accounts met at 3:39 p.m. this day, in Room 308, West Block, the Chair, John Williams, presiding.
Members of the Committee present: John Bryden, John Finlay, Marlene Jennings, Sophia Leung, Philip Mayfield, Shawn Murphy, Joe Peschisolido, Alex Shepherd and John Williams.
Acting Members present: Serge Cardin for Odina Desrochers; Grant McNally for Brian Pallister.
Associate Members present: Serge Cardin and Grant McNally.
In attendance: From the Parliamentary Research Branch of the Library of Parliament: Brian O'Neal and Jean Dupuis, Researchers.
Witnesses: From the Canadian International Development Agency: Charles Bassett, Senior Vice-President; Nicole Mendenhall, Director, Internal Audit, Performance Review Branch; Maurice Lepage, Director General, Contracting Management Division. From the Office of the Auditor General of Canada: David Rattray, Assistant Auditor General, Audit Operations Branch; John Hitchinson, Principal, Audit Operations; Paul Morse, Director, Audit Operations.
Pursuant to Standing Order 108(3)(e), the Committee proceeded to consider Chapter 14 (Canadian International Development Agency - Managing Contracts and Contribution Agreements) of the October 2000 Report of the Auditor General of Canada.
David Rattray from the Office of the Auditor General of Canada made a statement.
Charles Bassett from the Canadian International Development Agency made a statement.
On motion of Philip Mayfield, seconded by Marlene Jennings, it was agreed, - That, pursuant to Standing Order 108(3)(e), the Committee consider the Report adopted by the Sub-Committee on International Financial Reporting Guidelines and Standards for the Public Sector on October 16, 2000, as recommended by the Sub-Committee to the Standing Committee on Friday, October 20, 2000, and
- That the evidence adduced by the Committee and Sub-Committee in relation to this matter during the Second Session of the 36th Parliament be deemed adduced by the Standing Committee in the current session.
On motion of Marlene Jennings, seconded by Philip Mayfield, it was agreed, - That the Clerk of the Standing Committee on Public Accounts be authorized to purchase gifts for presentation by the Committee on official functions.
The witnesses answered questions.
At 5:05 p.m., the Committee adjourned until 3:30 p.m., Tuesday, March 20, 2001.
