Meeting No. 53

Tuesday, March 12, 2002

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 11:12 a.m. this day, in Room 209, West Block, the Chair, Judi Longfield, presiding.

Member(s) of the Committee present: Paul Crête, Raymonde Folco, Monique Guay, Judi Longfield, Gurbax Malhi, Serge Marcil, Joe McGuire, Diane St-Jacques and Alan Tonks.

Acting Member(s) present: Lynne Yelich for Carol Skelton, Norman Doyle for Greg Thompson, John Finlay for Tony Ianno.

In attendance: From the Library of Parliament: Kevin Kerr and Bill Young, Research Officers.

Witness(es): From the Centre for Research-Action on Race Relations: Fo Niemi, Executive Director. From the National Association of Canadians of origins in India: Baljinder Gill, President. From the National Council of Citizens of Haitian Origin: Keder Hyppolite, President; Joseph Jean-Gilles, President, Equality Access Programs.

Pursuant to its Order of Reference dated December 3rd, 2001 and to section 44 of the Employment Equity Act, the Committee resumed consideration of the statutory review of the Act (See minutes of Proceedings of December11, 2001 – Meeting No.44)

At 11:14 a.m., the sitting was suspended.

At 11:44 a.m., the Committee resumed its sitting in Room 208 due to the technical problems experienced in Room 209.

The witnesses made opening statements and answered questions.

The Committee proceeded to the consideration of the following motion of Paul Crête presented to the Clerk on February 26th, 2002, pursuant to the forty-eight hours notice motion adopted on February 20, 2001.

Paul Crête moved, -- That the Committee study and adopt the action plan of the Bloc Québécois concerning the Guaranteed Income Supplement.

After debate, the question was put on the motion and it was, by a show of hands negatived. YEAS: 2; NAYS: 7.

It was agreed, -- That the Committee hear witnesses on the Review of the Employment Equity Act till the end of April; that on May 2nd the Committee give directions to the researchers regarding the content of the report on this subject; that the Ministers be invited to appear before the Committee May 7th and 9th on the subject of Main Estimates and that the weeks thereafter that the Committee consider its draft report regarding the Employment Equity Review.

At 1:03 p.m., the Committee adjourned to the call of the Chair.
