The Standing Committee on Fisheries and Oceans met at 8:03 a.m. this day, in the Langevin Room of the Hotel Rimouski, Rimouski, Québec, the Chair, Wayne Easter, presiding.

Members of the Committee present: Andy Burton, Wayne Easter, Georges Farrah, Jean-Yves Roy, Peter Stoffer, Tom Wappel.

In attendance: From the Library of Parliament: Alan Nixon, Research Officer.

Witnesses: From Overlooking Troubled Waters: Paul Jagoe, Fisherman; Michel Arseneau, member; Gérard Haché, Vice-President. From the "Alliance des pêcheurs du Québec": O'Neil Cloutier; Jean-François Martel. From the "Regroupement des pêcheurs professionnels du Nord de la Gaspésie": André Boucher, Coordinator; Georges Huard, Member. From the "Centre local de développement de La Mitis": Annick Marquis, Director; Nicolas Roy, Economic Development Officer, City of Mont-Joli. From the "La Marina de Rimouski-Est": Réjean Dubé, President, Executive Council; Pierre Santerre, Vice-President; Roch Banville, Manager. From the University of Quebec in Rimouski: Jean-Claude Michaud, Professor, Department of Economics and Management, Marcel Lévesque, Professor, Department of Economics and Management; Claude Rioux, Professor, Department of Economics and Management; Pierre Blier, Professor, Department of Biology, Chemistry and Health Sciences.

By unanimous consent, pursuant to Standing Order 108(2), the Committee began a study of lobster licensing policies.

Paul Jagoe made a presentation and, with Gérard Haché and Michel Arseneau, answered questions.

At 9:39 a.m., the sitting was suspended.

At 9:50 a.m., the sitting resumed.

Pursuant to Standing Order 108(2), the Committee proceeded to hear evidence on local fishery issues.

O’Neill Cloutier made a presentation and, with Jean-François Martel, answered questions.

Réjean Dubé made a presentation and, with Pierre Santerre, answered questions.

Annick Marquis made a presentation and, with Nicolas Roy, answered questions.

At 11:56 a.m., the sitting was suspended.

At 12:17 p.m., the sitting resumed.

Pursuant to Standing Order 108(2), the Committee resumed its study of aquaculture.

Jean-Claude Michaud made a presentation and, with Pierre Blier, Claude Rioux and Marel Lévesque, answered questions.

At 13:40 p.m., the Committee adjourned to the call of the Chair.
