In accordance with its mandate under Standing Order 108(1), your Committee established a Subcommittee and assigned it the responsibility of examining the issue of Softwood Lumber.

Earlier this month, the Sub-Committee on International Trade, Trade Disputes and Investment of the House of Commons Standing Committee on Foreign Affairs and International Trade held hearings on the future of softwood lumber trade between Canada and the United States.  Those consulted by the Sub-Committee included the Minister of International Trade, industry stakeholders and informed experts on this extremely vital issue.  Most importantly, we heard from representatives of Canada’s softwood-lumber-producing regions.

Plus tôt au cours du mois, le Sous-comité du commerce international, des différends commerciaux et des investissements internationaux du Comité permanent des affaires étrangères et du commerce international de la Chambre des communes a tenu des audiences sur l’avenir du commerce du bois d’œuvre résineux entre le Canada et les États-Unis. Le Sous-comité a entre autres consulté le ministre du Commerce international, des intervenants de l’industrie et des experts de cette question vitale. Détail très important, nous avons entendu le témoignage de représentants des diverses régions productrices de bois d’œuvre résineux au Canada.

During the hearings, the witnesses voiced consensus opinions on three key points.  First, they stated a keen desire for free trade to occur within an integrated North American lumber marketplace upon the expiration of the existing Softwood Lumber Agreement on 31 March 2001. 

Durant ces audiences, un consensus s’est dégagé sur trois points principaux. Premièrement, les témoins ont manifesté un vif désir de commercer librement dans un marché du bois d’œuvre intégré à l’échelle nord-américaine à l’expiration de l’actuel Accord sur le bois d’œuvre résineux, le 31 mars 2001.

In full agreement with this point of view, the Sub-Committee recommends that:

The Government of Canada undertake maximum and sustained efforts to ensure that trade in softwood lumber between Canada and the United States is undertaken in a free and fair manner.

Le gouvernement du Canada déploie tous les efforts possibles pour garantir un commerce libre et équitable du bois d’œuvre résineux entre le Canada et les États-Unis.

The House of Commons, in addition to its 20 March 2001 resolution advocating free trade in softwood lumber, take additional actions to help secure free trade in this product, including petitioning the United States Administration and Congress to work with Canada to achieve a genuine free-trade environment.  

La Chambre des communes, en plus de sa résolution du 20 mars 2001 préconisant le libre-échange dans le commerce du bois d’œuvre, prenne des mesures supplémentaires afin de garantir le libre-échange de ces produits, notamment qu’elle demande à l’administration et au Congrès des États-Unis de travailler avec le Canada à l’établissement d’un véritable libre-échange dans ce secteur.

The Sub-Committee also heard that, with respect to softwood lumber, both countries must respect the rules of international law, as embodied in the North American Free Trade Agreement (NAFTA) and through the World Trade Organization (WTO).  As we were told, Canada should insist on the full application of such international law and not forego its rights under the NAFTA and the WTO.  The Sub-Committee unanimously  recommends that:

Le Sous-comité a aussi été informé qu’en ce qui touche le bois d’œuvre résineux, les deux pays étaient tenus de respecter les règles du droit international incluses dans l’Accord de libre-échange nord-américain (ALÉNA) et établies par l’Organisation du commerce international (OMC). Comme on nous l’a signalé, le Canada devrait insister pour que soient appliquées intégralement ces règles du droit international et ne pas renoncer à ses droits en vertu de l’ALÉNA et de l’OMC. Le Sous-comité recommande donc à l’unanimité que :

The Government of Canada vigorously defend Canada’s rights under international trade law with respect to trade in softwood lumber.

Le gouvernement du Canada défende vigoureusement les droits de notre pays en vertu du droit commercial international régissant le commerce du bois d’œuvre résineux.

A third and crucial message concerned the urgent need to develop a unified Canadian strategy on the softwood lumber issue.  Softwood lumber exports play a vital role in assuring Canada’s economic well-being.  Because of its importance, it is essential that Canada speak with one voice on the softwood lumber issue.  The Sub-Committee believes there is considerable merit in appointing immediately an eminent person as special envoy to co-ordinate the various tactical approaches of stakeholders on the issue into a common Canadian strategy and to act as a single spokesperson for Canada on softwood lumber trade between the two countries.  This individual would represent Canada in any discussions with American officials and stakeholders.  The Sub-Committee therefore recommends that:

Le troisième message crucial concernait l’urgence d’établir une stratégie canadienne unique dans le dossier du bois d’œuvre résineux. Les exportations de bois d’œuvre résineux jouent en effet un rôle fondamental dans le bien-être économique de notre pays. Par conséquent, il est essentiel que le Canada parle d’une seule voix sur la question du bois d’œuvre résineux. Le Sous-comité estime qu’il serait tout à fait opportun de nommer immédiatement une personnalité éminente comme envoyé spécial chargé d’une part, de coordonner les tactiques des différents intervenants dans ce dossier de manière à établir une stratégie canadienne commune, et d’autre part, d’agir comme porte-parole du Canada sur le commerce du bois d’œuvre résineux entre les deux pays. Cette personne représenterait le Canada dans toutes les discussions avec des fonctionnaires et intervenants américains. Le Sous-comité recommande donc que :

The Government of Canada immediately appoint an eminent person as special envoy to consult urgently with the Industry, to develop a unified Canadian strategy on softwood lumber trade with the United States, and to articulate the country’s position on this issue with a single voice.  This individual would also make representations on behalf of Canada to key American decision-makers.

Le gouvernement du Canada nomme immédiatement une personnalité éminente comme envoyé spécial chargé de consulter de façon urgente l’industrie,  d’élaborer une stratégie canadienne unique sur le commerce du bois d’œuvre résineux avec les États-Unis et de défendre d’une seule voix la position de notre pays dans ce dossier. Cette personne serait également chargée de faire des représentations au nom du Canada auprès des principaux décideurs américains.
