Meeting No. 84

Thursday, May 23, 2002

The Standing Committee on Foreign Affairs and International Trade met at 8:57 a.m. this day, in Room 371, West Block, the Chair, Jean Augustine, presiding.

Members of the Committee present: Jean Augustine, Aileen Carroll, Stockwell Day, John Duncan, John Harvard, Marlene Jennings, Francine Lalonde, Diane Marleau, Deepak Obhrai, Pierre Paquette, Bernard Patry.

Acting Members present: Antoine Dubé for Pierre Paquette, Maurice Vellacott for Keith Martin.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee and Gerald Schmitz, Research Officers.

Appearing: The Honourable Susan Whelan, Minister for International Cooperation.

Witnesses: From the Canadian International Development Agency: Len Good, President; Paul Hunt, Acting Vice-President, Africa and Middle East Branch; Marc St-Laurent, Director, Resource Management, Finance Division.

The Chair introduced the Honourable Muhammad Jamiruddin Sircar, M.P., Speaker of the Parliament of Bangladesh and a delegation from the Bangladesh Parliament.

Pursuant to Standing Order 81(5), the Committee resumed consideration of the Order of Reference dated Thursday, February 28, 2002 relating to the Main Estimates for the fiscal year ending March 31, 2003, Votes 20, 25, L30 and L35 under Foreign Affairs and International Trade (Canadian International Development Agency) (See Minutes of Proceedings, Tuesday, April 16, 2002, Meeting No. 69)

The Chair called Vote 20.

The Minister made a statement and with the witnesses answered questions.

A point of order was raised.

Pierre Paquette moved, --That, in relation to the Nineteenth Report (World Trade Organization) of the Committee, the Clerk enquire into how a request to append a supplementary opinion became a dissenting opinion in the tabled report and report to the Committee on appropriate corrective action to be taken.

After debate, the question was put on the motion and it was agreed to.

Ordered, --That, in relation to the Nineteenth Report (World Trade Organization) of the Committee, the Clerk enquire into how a request to append a supplementary opinion became a dissenting opinion in the tabled report and report to the Committee on appropriate corrective action to be taken.

Marlene Jennings moved, --That the Committee request the Assistant Deputy Minister, Global and Security Policy, Department of Foreign Affairs and International Trade, who had written a letter to the Chair in response to questions raised at the joint meeting of January 17, 2002, with the Standing Committee on National Defence and Veterans Affairs, to provide additional information, in response to all points raised during the meeting.

After debate, the question was put on the motion and it was agreed to.

At 11:41 a.m., the Committee proceeded to sit in Camera.

Pursuant to Standing Order 108(2), the Committee resumed consideration of the Agenda of the 2002 G8 Summit (See Minutes of Proceedings of Tuesday, October 16, 2001).

The Committee considered a draft report.

At 11:50 p.m., the Committee adjourned to the call of the Chair.
