Meeting No. 72

Thursday, April 25, 2002

The Standing Committee on Foreign Affairs and International Trade met at 9:00 a.m. this day, in Room 701, La Promenade Building, the Chair, Jean Augustine, presiding.

Members of the Committee present: Jean Augustine, Stockwell Day, Aileen Carroll, John Harvard, Marlene Jennings, Stan Keyes, Diane Marleau, Keith Martin, Pat O'Brien, Pierre Paquette, Bernard Patry.

Acting Members present: Yves Rocheleau for Francine Lalonde; Mac Harb for George Baker.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz, Research Officer.  From the Committees Directorate: Mike Macpherson, Committee Clerk.

Appearing: The Honourable Bill Graham, Minister of Foreign Affairs.

Witnesses: From the Department of Foreign Affairs and International Trade: Jim Wright, Assistant Deputy Minister, Global and Security Policy; Chris Westdal, Canadian Ambassador to the UN for Disarmament; Douglas Proudfoot, Deputy Director, Non-proliferation, Arms Control and Disarmament Division; Ursula Holland, Non-proliferation, Arms Control and Disarmament Division.

Pursuant to Standing Order 108(2), the Committee resumed consideration of the Agenda of the 2002 G8 Summit (See Minutes of Proceedings of Tuesday, October 16, 2001).

The Minister made an opening statement and, with Jim Wright, answered questions.

At 10:35 a.m., the sitting was suspended.

At 11:43 a.m., the sitting resumed.

Pursuant to Standing Order 108(2), the Committee commenced a study of Canada's policy on nuclear non-proliferation, arms control and disarmament(See Minutes of Proceedings of Tuesday, February 19, 2002).

Chris Westdal made an opening statement and, with Douglas Proudfoot and Ursula Holland, answered question.

By unanimous consent, it was agreed, --That notwithstanding the motions of Tuesday, February 20, 2001 and Tuesday October 2, 2001, that for the purposes of the travel of the Sub-committee on International Trade, Trade Disputes and Investment to South America, from April 28 to May 11, 2002, that the opposition members participating be: Rick Caisson, Gary Lunn and Ghislain Label.

At 12:03 p.m., the Committee adjourned to the call of the Chair.
