Meeting No. 71

Tuesday, April 23, 2002

The Standing Committee on Foreign Affairs and International Trade met in a televised session at 3:38 p.m. this day, in Room 253-D, Centre Block, the Chair, Jean Augustine, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, Aileen Carroll, Stockwell Day, Stan Keyes, Diane Marleau, Keith Martin, Pat O'Brien, Pierre Paquette, Bernard Patry, Svend Robinson.

Acting Members  present: Wayne Easter for Bernard Patry; Stan Dromisky for John Harvard; Judy Sgro for George Baker; Antoine Dubé for Francine Lalonde; Hedy Fry for Marlene Jennings.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Gerald Schmitz, Research Officers.

Witnesses: From the Department of Foreign Affairs and International Trade: Robert Fowler, Personal Representative of the Prime Minister for the G8 Summit and Personal Representative of the Prime Minister for Africa. From the Canadian International Development Agency: Len Good, President.

Pursuant to Standing Order 106(2), the Committee proceeded to the Election of a Vice-chair.

Keith Martin moved, --That Stockwell Day be elected Vice-chair of the Committee.

The question was put on the motion and it was agreed to.

Pursuant to Standing Order 108(2), the Committee resumed consideration of the Agenda of the 2002 G8 Summit (See Minutes of Proceedings of Tuesday, October 16, 2001).

The witnesses made opening statements and answered questions.

Svend Robinson moved, --That the Standing Committee on Foreign Affairs and International Trade call upon the Government of Canada

 

- to officially recognize and condemn the Armenian genocide of 1915-1923, perpetrated by the Ottoman Turkish government, which resulted in the murder of over one-and-one-half million Armenians;

 

- to designate April 24 as the day of annual commemoration of the Armenian genocide;

 

- to press the government of Turkey to recognize and acknowledge the genocide and provide redress to the Armenian people.

Debate arose.

The question was put on the motion and it was negatived on the following recorded division:
