Meeting No. 67

Thursday, April 11, 2002

The Standing Committee on Foreign Affairs and International Trade met at 9:18 a.m. this day, in Room 308, West Block, the Vice-chair, Bernard Patry, presiding.

Members of the Committee present: Sarkis Assadourian, Aileen Carroll, Bill Casey, John Duncan, John Harvard, Marlene Jennings, Francine Lalonde, Pat O'Brien, Pierre Paquette, Bernard Patry, Svend Robinson.

Acting Members present: Bob Wood for George Baker; Stockwell Day for Brian Pallister; Paddy Torsney for Diane Marleau.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee and Gerald Schmitz, Research Officers.

The Order of Reference of March 22, 2002 was read as follows:

Ordered –That Bill C-50, An Act to amend certain Acts as a result of the accession of the People's Republic of China to the Agreement Establishing the World Trade Organization, be read a second time and referred to the Standing Committee on Foreign Affairs and International Trade.

The Committee discussed its future business.

The Chair presented the Fourth Report of the Sub-Committee on Agenda and Procedure which is as follows:

FOURTH REPORT OF THE SUB-COMMITTEE ON AGENDA AND PROCEDURE

Your Sub-Committee met on Tuesday, April 9, 2001 to consider the future business of the Committee and agreed to make the following recommendations:

Bill C-50, An Act to amend certain Acts as a result of the accession of the People's Republic of China to the Agreement Establishing the World Trade Organization, be referred to the Sub-committee on International Trade, Trade Disputes and Investment;

Pursuant to Standing Order 108(2), the Minister of Foreign Affairs be invited to appear as soon as possible for Committee study of the situation in the Middle East;

The Committee’s motion of February 19, 2002 relating to public hearings in Western Canada and Ontario on the studies on the North American Relationship and the Agenda for the June 2002 G8 Summit be amended to strike out the words “April 7-12, 2002” and substituting therefore “May 6-10, 2002”.

The Minister of Foreign Affairs and the Minister of International Cooperation be invited to appear at meetings to consider the Estimates for the fiscal year ending March 31, 2003, referred to the Committee on February 28, 2002, during dates to be determined during the week of May 21 or May 27, 2002.

 

The Committee review at an opportune time past and future business in relation to its studies on the North American Relationship and on the G8 Summit Agenda (including the possibility of inviting ambassadors of certain African countries to appear).

On a motion of Francine Lalonde, it was agreed, --That the recommendation in the Fourth Report of the Sub-committee on Agenda and Procedure concerning the invitation of the Minister of Foreign Affairs to appear in relation to the study of the Middle East situation be amended by deleting the words after the word “appear” and substituting the following therefore:

“as soon as possible next week for committee study of the situation in the Middle East”

It was agreed, --That the Fourth Report of the Sub-committee on Agenda and Procedure be concurred in as amended.

Ordered, --That Bill C-50, An Act to amend certain Acts as a result of the accession of the People's Republic of China to the Agreement Establishing the World Trade Organization, be referred to the Sub-committee on International Trade, Trade Disputes and Investment.

At 9:45 a.m., the Committee adjourned to the call of the Chair.
