Meeting No. 65

Tuesday, March 19, 2002

The Standing Committee on Foreign Affairs and International Trade met in a televised session at 9:08 a.m. this day, in Room 253-D, Centre Block, the Chair, Jean Augustine, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, George Baker, Bill Casey, John Harvard, Marlene Jennings, Stan Keyes, Francine Lalonde, Keith Martin, Pat O'Brien, Brian Pallister, Pierre Paquette, Svend Robinson.

Acting Members present: Carolyn Parrish for Bernard Patry, Tony Tirabassi for Bernard Patry, Paul Szabo for Diane Marleau, Gérard Binet for Aileen Carroll, Peter Goldring for Rick Casson.

Associate Members present: Mac Harb, John Williams.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Gerald Schmitz, Research Officers.

Witnesses: From the Department of Foreign Affairs and International Trade: The Honorable Alfonso L. Gagliano, Canadian Ambassador-designate to the Kingdom of Denmark.

Pursuant to Standing Order 110(1) and 111and 108 (2), the Committee commenced its examination of the Order in Council Appointment of the Honourable Alfonso Gagliano as Ambassador of Canada to the Kingdom of Denmark. (See Minutes of Proceedings, Tuesday, February19, 2002, Meeting No. 57).

The Chair made an opening statement.

Brian Pallister moved, --That pursuant to Standing Order 108 (1)(a), the Standing Committee on Foreign Affairs and International Trade, call upon the Department of Foreign Affairs and International Trade to provide to Committee Members forthwith the document “Heads of Mission Pre-Departure Program, 2001”, which details the knowledge, qualifications and competencies of Canadian Heads of Mission.

After debate, the question was put on the motion and it was agreed to on the following recorded division:

A point of order was raised as to the procedural acceptability of a question by Brian Pallister.

The preamble to Brian Pallister’s question to the witness was ruled out of order.

Whereupon Svend Robinson appealed the decision of the Chair.  The question “Shall the decision of the Chair be sustained” was put and by the following recorded division sustained.

The questioning of the witness resumed.

Svend Robinson moved, --That the Standing Committee on Foreign Affairs and International Trade decline to support the nomination of Alfonso Gagliano as Canadian Ambassador to Denmark at this time, pending a full Parliamentary inquiry into the serious allegations of misconduct by Mr. Gagliano during his tenure as Minister of Public Works and Government Services, which if confirmed would adversely affect his qualifications to represent Canada as Ambassador to Denmark.
