The Standing Committee on Foreign Affairs and International Trade met at 9:06 a.m. this day, in  the Sackville Room of the Delta Barrington Hotel in Halifax, Nova Scotia, the Chair, Jean Augustine, presiding.

Members of the Committee present: Jean Augustine, George S. Baker, Aileen Carroll.

Acting Members present: Yves Rocheleau for Francine Lalonde;  Peter Stoffer for Svend Robinson.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz, Research Officer.

Witnesses: From the Atlantic Institute of Market Studies: Brian Crowley, Chair; Michael MacDonald, Senior Fellow; Perry Newman, Former Advisor on International Trade to the Governor of Maine. From Mount Saint Vincent University: Reginald C. Stuart, Professor of History and Politics. From Dalhousie University: Ian McAllister, Professor of Economics and International Development Studies.  From the Centre for Foreign Policy Studies, Dalhousie University:  Teresa L. Cyrus, Professor of Economics;  Sandra J. MacLean, Professor of Political Science.  From Harker Associates:  John Harker, Consultant.  From Dalhousie University: Michael Bradfield, Professor of Economics.  From the Nova Scotia Federation of Labour: Rick Clarke, President. Pursuant to Standing Order 108(2), the Committee resumed its study on North American Integration and Canada's Role in the Light of New Security Challenges and the study of the Agenda of the 2002 G8 Summit (See Minutes of Proceedings of Tuesday, October 16, 2001, Meeting No. 31).

 Brian Crowley , Michael MacDonald, Perry Newman and Reginald C. Stuart made statements and answered questions.

 At 11:12 a.m. the sitting was suspended.

At 11:22 a.m. the sitting resumed in a televised session.

Ian McAllister made a statement and answered questions.

At 11:58 a.m. the Committee sat in a non-televised session.

 Theresa L. Cyrus made a statement and answered questions.

At 12:31 p.m. the sitting was suspended.

At 1:45 p.m. the sitting resumed.

Sandra J. MacLean, John Harker, Michael Bradfield, Rick Clarke and Peter Haydon made statements and answered questions.

At 4:31 p.m., the Committee adjourned to the call of the Chair.
