Tuesday, February 5, 2002

The Standing Committee on Foreign Affairs and International Trade met in a televised session at 9:13 a.m. this day, in Room 253-D, Centre Block, the Vice-chair, Jean Augustine , presiding.

Members of the Committee present: Jean Augustine, Aileen Carroll, Marlene Jennings, Francine Lalonde, Diane Marleau, Keith Martin, Bernard Patry, Svend Robinson.

Acting Member present: Antoine Dubé pour Pierre Paquette.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz, Research Officer.

Witnesses: From Carleton University: Michael Hart, Simon Reisman Professor of Trade Policy, Norman Paterson School of International Affairs. From the Canadian Manufacturers and Exporters: Jayson Myers, Chief Economist. From the Public Policy Forum: David R. Zussman, President.

Delegation of the Norwegian Parliament (Storting): Thorbjørn Jagland, Chairman of the Standing Committee on Foreign Affairs and the Enlarged Foreign Affairs Committee; Inge Lønning, First Deputy Chairman of the Committee and Vice-president of the Storting; Åslaug Haga, Second Deputy Chairman of the Standing Committee on Foreign Affairs and the Enlarged Foreign Affairs Committee; Haakon Blankenborg, Member of the Committee; Bjørn Jacobsen, Member of the Committee; Christopher Stensaker, Member of the Committee; Finn Martin Vallersnes, Member of the Committee; Gunhild Øyangen, Member of the Committee; Jens Stoltenberg, Member of the Committee; Jon Lilletun, Member of the Committee; Julie Christiansen, Member of the Committee; Kristin Halvorsen, Member of the Committee; Lars Rise, Member of the Committee; Morten Høglund, Member of the Committee.

Pursuant to Standing Order 108(2), the Commmittee resumed its study of North American Integration and Canada's Role in the Light of New Security Challenges (See Minutes of Proceedings of Tuesday, October 16, 2001, Meeting no. 31).

The witnesses made opening statements and answered questions.

At 11:00 a.m., the sitting was suspended.

At 11:13 a.m., the sitting resumed.

At 11:17 a.m., pursuant to Standing Order 108(2), the Committee proceeded to meet with Members of the Committee on Foreign Affairs of the Norwegian Parliament (See Minutes of Proceedings of Tuesday, January 29, 2002).

Thorbjørn Jagland made an opening statement and with other Members and the delegates exchanged views.

At 12:18 p.m., the Committee adjourned to the call of the Chair.
