The Standing Committee on Foreign Affairs and International Trade met at 9:12 a.m. this day, in Room 371, West Block, the Vice-chair, Jean Augustine, presiding.

Members of the Committee present: Jean Augustine, Aileen Carroll, Bill Casey, John Duncan, John Harvard, Marlene Jennings, Francine Lalonde.

Acting Members present: John Finlay for George S. Baker, Yvon Charbonneau for Stan Keyes, Gérard Binet for Diane Marleau, Brent St-Denis for Pat O’Brien, Larry Bagnell for Bernard Patry, Yves Rocheleau for Pierre Paquette.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Michael Dewing, Gerald Schmitz, Research Officers.

Witnesses: From the University of Toronto: Gerald Helleiner, Professor Emeritus, Department of Economics. From the North-South Institute: Roy Culpeper, President. From KPMG Canada: Reid Morden, Chair, KPMG Corporate Intelligence Inc. From the McGill University Centre for Developing Area Studies: Myriam Gervais, Senior Research Associate.

Pursuant to Standing Order 108(2), the Committee resumed consideration of the Agenda of the 2002 G8 Summit (See Minutes of Proceedings of Tuesday, October 16, 2001).

The witnesses made statements and answered questions.

At 10:37 a.m., the Order of the House of Commons dated January 28, 2002 being read as follows:

Pursuant to Standing Order 39(5), the failure of the Ministry to respond to the following question was deemed referred to the Standing Committee on Foreign Affairs and International Trade:

Q-86 - November 26, 2001 - Mr. Martin (Esquimalt--Juan de Fuca) - With respect to the Challilo Dam project on the Macal River in Belize, will the Minister for International Cooperation indicate to the House: (a) the findings of CIDA's environmental assessment report; (b) all cost incurred by CIDA concerning the dam; (c) CIDA's involvement in approving or encouraging the construction of the dam; (d) any financial ties between CIDA and Fortis Inc.; and (e) any financial ties between CIDA and AMEC E&C Services Ltd.?

Marlene Jennings, Parliamentary Secretary to the Minister of International Cooperation, made a statement.

Debate arose.

It was agreed, --That the Committee accept the explanation of the Ministry conveyed by the Parliamentary Secretary.

At 10:47 a.m., the Committee resumed consideration of the Agenda of the 2002 G8 Summit.

The questioning of witnesses resumed.

At 11:31 a.m., the Committee adjourned to the call of the Chair.
