Tuesday, November 27, 2001

The Standing Committee on Foreign Affairs and International Trade met at 9:11 a.m. this day, in Room 308, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Bill Graham, Marlene Jennings, Stan Keyes, Francine Lalonde, Diane Marleau, Keith Martin, Pierre Paquette, Bernard Patry.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Gerald Schmitz, Research Officers.

Witnesses: From the Center for Strategic and International Studies: Christopher Sands, Director, Canada Project. From Dalhousie University: Denis Stairs, Professor of Political Science. From Carleton University: Maureen Molot, Director, Norman Paterson School of International Relations. From the University of Waterloo: Andrew Cooper, Professor of Political Science.

Pursuant to Standing Order 108(2), the Committee resumed its study of North American Integration and Canada's Role in the Light of New Security Challenges (See Minutes of Proceedings of Tuesday, October 16, 2001, Meeting no. 31).

The witnesses made a statement and answered questions.

By unanimous consent, Christopher Sands tabled the document To Prevail: An American Strategy for the Campaign Against Terrorism (Washington: Kurt M. Campbell and Michèle A. Flournoy, Center for Strategic and International Studies, 2001)

At 11:12 p.m., the Committee adjourned to the call of the Chair.
