Thursday, November 22, 2001

The Standing Committee on Foreign Affairs and International Trade met at 9:12 a.m. this day, in Room 209, West Block, the Acting-Chair, Jean Augustine, presiding.

Members of the Committee present: Jean Augustine, Aileen Carroll, Bill Casey, Stan Keyes, Francine Lalonde, Diane Marleau, Keith Martin, Pat O'Brien, Pierre Paquette, Bernard Patry.

Acting Member present: Mac Harb for Bill Graham.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Gerald Schmitz, Research Officers.

Witnesses: From the Canadian Institute for International Affairs: The Hon. Barbara McDougall, President. From Laval University: Albert Legault, Professor of Political Science. From the Royal Military College of Canada: Houchang Hassan-Yari, Professor of Political Science. From the North-South Institute: Jean Daudelin, Senior Researcher, Conflict Prevention. From Carleton University: Andrew Cohen, Professor, School of Journalism and Communication. From the University of Toronto: John Kirton, Professor of Political Science.

Pursuant to Standing Order 108(2), the Committee resumed its study of North American Integration and Canada's Role in the Light of New Security Challenges (See Minutes of Proceedings of Tuesday, October 16, 2001, Meeting no. 31).

The witnesses each made an opening statement and ansered questions.

At 10:03 a.m., by unanimous consent, the Committee proceeded to consider Bill C-41, An Act to amend the Canadian Commercial Corporation Act.

The Order of Reference dated Tuesday, November 20, 2001, being now read as follows:

ORDERED, --That Bill C-41, An Act to amend the Canadian Commercial Corporation Act, be now read a second time and referred to the Standing Committee on Foreign Affairs and International Trade.

On a motion of Stan Keyes, it was agreed, --That Bill C-41, An Act to amend the Canadian Commercial Corporation Act be referred to the Sub-Committee on International Trade, Trade Disputes and Investment.

Ordered, --That Bill C-41, An Act to amend the Canadian Commercial Corporation Act be referred to the Sub-Committee on International Trade, Trade Disputes and Investment.

At 10:05 a.m., the Committee resumed its study of North American Integration and Canada's Role in the Light of New Security Challenges.

At 12:03 p.m., the Committee adjourned to the call of the Chair.
