Meeting No. 42

Tuesday, November 20, 2001

The Standing Committee on Foreign Affairs and International Trade met at 9:13 a.m. this day, in Room 308, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Aileen Carroll, Bill Casey, John Duncan, Bill Graham, Marlene Jennings, Stan Keyes, Diane Marleau, Keith Martin, Pierre Paquette, Bernard Patry.

Acting Member present: Antoine Dubé for Francine Lalonde.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Gerald Schmitz, Research Officers.

WitnessesFrom the Department of Foreign Affairs and International Trade: Jon Allen, Director General, North America Bureau.  From Solicitor General of Canada: Paul E. Kennedy, Senior Assistant Deputy Solicitor General, Policing and Security Branch.  From Citizenship and Immigration Canada: Joan Atkinson, Assistant Deputy Minister, Policy and Program Development.  From Transport Canada: Christine Nymark, Assistant Deputy Minister, Policy.  From the Canada Customs and Revenue Agency: Denis Lefebvre, Assistant Commissioner, Customs Branch. From Industry Canada: Andreï Sulzenko, Senior Assistant Deputy Minister, Industry and Science Policy.

Pursuant to Standing Order 108(2), the Committee commenced its study of North American Integration and Canada's Role in the Light of New Security Challenges (See Minutes of Proceedings of Tuesday, October 16, 2001, Meeting no. 31).

The witnesses made statements and answered questions.

At 9:45 a.m., by unanimous consent, the Committee considered a draft report on the subject matter of Bill C-35, An Act to amend the Foreign Missions and International Organizations Act.

After debate, it was agreed, --That the draft report be adopted and that the Chair table it in the House as the 12th Report of the Committee.

On a motion by Marlene Jennings, it was agreed, --that the First Report of the Sub-Committee on Human Rights and International Development, concerning its trip to Colombia as adopted by the Standing Committee on Foreign Affairs and International Trade on October 16, 2001 be amended by striking out “to the Christmas break, 2001” and substituting the following therefor: “to the end of March 2002.”

The Committee resumed its study of North American Integration and Canada's Role in the Light of New Security Challenges.

At 12:10 p.m., the Committee adjourned to the call of the Chair.
