MINUTES OF PROCEEDINGS

Meeting No. 31

Tuesday, October 16, 2001

The Standing Committee on Foreign Affairs and International Trade met at 9:19 a.m. this day, in Room 237-C, Centre Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Aileen Carroll, Bill Casey, John Duncan, Bill Graham, Marlene Jennings, Stan Keyes, Francine Lalonde, Diane Marleau, Brian Pallister, Pierre Paquette, Bernard Patry.

Other Member present: Claude Drouin

Associate Member present: Bob Speller.

Members of the European Parliament present: Robert Sturdy (UK, EPP), Chairman, Group of the European People's Party (Christian Democrats) and European Democrats;  Elspeth Attwooll (UK, ELDR), Group of the European Liberal, Democrat and Reform Party; Elissa Damião (Portugal, PES), Group of the Party of European Socialists; Willi Görlach (Germany, PES), Group of the Party of European Socialists; Eva Klamt (Germany, EPP), Group of the European People's Party (Christian Democrats) and European Democrats; Agnes Schierhuber (Austria, EPP), Group of the of the European People's Party (Christian Democrats) and European Democrats; Marianne Thyssen (Belgium, EPP), Group of the European People's Party (Christian Democrats) and European Democrats.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee; Gerald Schmitz, Research Officers.  From the European Parliament Secretariat: Panos Konstantopoulos, Principal Administrator.

Also present : H.E. Daniele Smadja, Ambassador and Head of the Delegation of the European Commission to Canada.

The Committee discussed its future business.

Diane Marleau, seconded by John Duncan, moved, --That the budget for the period of September 15, 2001 to March 31, 2002, tabled today be concurred in.

After debate, it was agreed, --That the budget be concurred in and the Chair be authorized to present it to the Liaison Committee.

Marlene Jennings presented the First Report of the Sub-Committee on Human Rights and International Development which is as follows:

First Report of the Sub-Committee on Human Rights and International Development

 

Your Sub-Committee requests permission of the Standing Committee on Foreign Affairs and International Trade to travel to Colombia prior to the Christmas break 2001 in relation to its study pursuant to Standing Order 108(2) of human rights, development and other matters in Colombia.

 

A copy of the budget, as well as the relevant Minutes of Proceedings and Evidence is tabled for your consideration.

After debate it was agreed, --That the Report be concurred in and that the House be requested to authorize the Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade to travel to Colombia prior to the Christmas adjounment in relation to its study of human rights, development and other matters in Colombia, pursuant to Standing Order 108(2) and that the necessary staff accompany the Committee.

 

It was agreed, --That the budget for travel by the Sub-Committee on Human Rights and International Development to Colombia be adopted and forwarded to the Liaison Committee for consideration.

 

After debate, it was agreed, --That additional witnesses suggested by Pierre Paquette for Committee study of Bill C-31, An act to amend the Export Development Act and to make consequential amendments to other Acts, be invited to appear if available during the times set for considering the bill agreed on by the Committee at its meeting of October 4, 2001.

 

The Committee proceeded to examine the document Agenda Planning Note and Preliminary Work Plan, Fall-Winter Session 2001-2002, prepared by the Committee Research Officers.

 

It was agreed, --That the document constitute the general plan for the organization of the Committee’s program for the months to come, particularly with reference to the continuing study on North American Integration and the Role of Canada in the Light of New Security Challenges.

 

It was agreed, --That prior to the adjournment of the House in December, the Committee would hold one (1) hearing to examine issues relating to African concerns in view of the item being on the Agenda for the 2002 G-8 meeting.

 

On a motion by Stan Keyes, it was agreed, --That for the Committee’s study on North American Integration and the Role of Canada in the Light of New Security Challenges, the Chair be authorized to add witnesses not listed in the document Agenda Planning Note and Preliminary Work Plan, Fall-Winter Session 2001-2002 and to hold meetings outside the Committee’s regular meeting block if required.

 

At 10:03 a.m., the sitting was suspended.

 

At 10:28 a.m., the sitting resumed.

 

Pursuant to Standing Order 108(2), the Committee proceeded to meet with the Delegation for Relations with Canada from the European Parliament. (See Minutes of Proceedings dated Thursday, September 27, 2001, Meeting no. 28)

 

The Chair and Robert Sturdy made opening statements.

 

The Members and the delegates exchanged views.

At 12:02 p.m., the Committee adjourned to the call of the Chair.
