Meeting No. 30

Thursday, October 4, 2001

The Standing Committee on Foreign Affairs and International Trade met in a televised session at 9:03 a.m. this day, in Room 253-D, Centre Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Aileen Carroll, Bill Casey, John Duncan, Bill Graham, Marlene Jennings, Stan Keyes, Francine Lalonde, Diane Marleau, Keith Martin, Pat O'Brien, Brian Pallister, Pierre Paquette, Bernard Patry, Svend Robinson.

Acting Members present: Mac Harb for George Baker, Deepak Obhrai for Rick Casson.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Gerald Schmitz.

Appearing: John Manley, Minister of Foreign Affairs.

Witnesses: From the Department of Foreign Affairs and International Trade: Gaëtan Lavertu, Deputy Minister of Foreign Affairs; James Wright, Assistant Deputy Minister, Global and Security Policy.

Pursuant to Standing Order 108(2), the Committee commenced its study of North American Integration and Canada's Role in the Light of New Security Challenges. (See Minutes of Proceedings, Thursday, October 2, 2001)

The Minister made an opening statement and, with the witnesses, answered questions.

The Committee discussed its future business.

The Chair presented the Third Report of the Sub-Committee on Agenda and Procedure which is as follows:

THIRD REPORT OF THE SUB-COMMITTEE ON AGENDA AND PROCEDURE

Your Sub-Committee met on Wednesday, October 3, 2001 to consider the future business of the Committee and agreed to make the following recommendation:

It was agreed, --That Committee study of Bill C-31, An act to amend the Export Development Act and to make consequential amendments to other Acts, take place over three (3) meetings : October 18, October 24 and October 25, 2001.

It was agreed, --That the Third Report of the Sub-Committee on Agenda and Procedure be concurred in.

On a motion by Svend Robinson it was agreed, --That the Minister of Foreign Affairs and International Trade be invited to appear again as soon as possible to brief the Committee on developments in its study of North American Intergration and Canada’s role in Light of New Security Challenges.

On a motion by Mac Harb, it was agreed, --That the Order of February 20, 2001 concerning the creation of a Sub-Committee on International Trade, Trade Disputes and Investments be amended by striking out “no more than once a week, unless otherwise authorized by the Committee”.

On a motion by Mac Harb, it was agreed, --That the Order of February 20, 2001 concerning the creation of a Sub-Committee on Human Rights and International Development be amended by striking out “no more than once a week, unless otherwise authorized by the Committee”.

The Committee resumed its study of North American Intergration and Canada’s role in Light of New Security Challenges.

Gaëtan Lavertu and James Wright answered questions.

At 11:03 a.m., the Committee adjourned to the call of the Chair.
