Meeting No. 27

Thursday, June 7, 2001

The Standing Committee on Foreign Affairs and International Trade met in a televised session at 9:08 a.m. this day, in Room 237-C, Centre Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Colleen Beaumier, Bill Casey, Bill Graham, Stan Keyes, Francine Lalonde, Diane Marleau, Keith Martin, Deepak Obhrai, Pierre Paquette, Denis Paradis, Bernard Patry, Svend Robinson, Monte Solberg.

Acting Members present: Joe Clark for Bill Casey; John Godfrey for Pat O'Brien; David Price for George Baker; Paddy Torsney for Pat O'Brien; Gurmant Grewal for Rick Casson; Andy Burton for Rick Casson; Carmen Provenzano for John Harvard.

In attendance: From Committees and Parliamentary Associations: Guyanne Desforges. From the Library of Parliament: James Lee.

Appearing: The Honourable Maria Minna, Minister for International Cooperation.

Witnesses: From the Canadian International Development Agency: Len Good, President.

Pursuant to Standing Order 81(4)(a) & (b), and the Order of the House of May 30, 2001, Main Estimates 2001-2002: Votes 20 and 25 under Foreign Affairs and International Trade -- Canadian International Development Agency.

The Minister made a statement and, with the other witness, answered questions.

The Chair called Vote 20 under Foreign Affairs and International Trade.

Deepak Obhrai moved the following amendment - That Vote 20, in the amount of $138,423,000, less $34,605,750 voted in Interim Supply, be reduced by $588,814 under the Canadian International Development Agency – Operating expenditures, in the Main Estimates for the fiscal year ending March 31, 2002.

A point of order was raised regarding the procedural admissibility of this motion given the Committee's decision of February 20th to impose a notice requirement of 24 hours for motions.

Ruling by the Chair

 The Chair ruled that the Committee's decision of the 20th of February to require 24 hours notice applied only to new business. As Mr. Obhrai's motions were related to the business before the Committee, that is the examination of the Estimates, the requirement of 24 hours notice did not apply.

 A point of order was raised regarding the procedural result a decision on this motion would have on the possibility of holding future meetings of the Committee on the Estimates.

Ruling by the Chair

The Chair ruled that the Committee's decision on the motion by Mr. Obhrai and any subsequent decision on the Votes that were before the Committee would not preclude the possibility of holding future meetings on the Estimates should the Committee so decide.
