Meeting No. 11

Thursday, April 5, 2001

 

The Standing Committee on Foreign Affairs and International Trade met at 9:07 a.m. this day, in Room 253-D, Centre Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Bill Graham, John Harvard, Stan Keyes, Francine Lalonde, Diane Marleau, Keith Martin, Pat O'Brien, Pierre Paquette, Denis Paradis, Bernard Patry.

Acting Members present: Pat Martin for Svend Robinson; Libby Davies for Svend Robinson.

In attendance: From the Library of Parliament: Peter Berg; John M. Wright.

Witness(es): From the Quebec National Assembly: Roger Bertrand, Member of the National Assembly for Portneuf and President « de la Commission des institutions ». From the Canadian Environmental Law Association: Ken Traynor, Director, International Program. From the International Institute for Sustainable Development: Aaron Cosbey, Associate & Senior Advisor, Trade & Investment. From the Canada's Research-Based Pharmaceutical Companies: Murray J. Elston, President. From the Eli Lilly Pharmaceutical Company: Terry McCool, Vice-president, Corporate Affairs.

Pursuant to Standing Order 108(2), the Committee resumed consideration of the issue of the Summit of the Americas and the FTAA.

The witnesses each made statements and answered questions.

It was agreed -- that the Sub-Committee on Agenda and Procedure meet on Tuesday, the 24th of April between 9 and 10 a.m.

It was agreed - that the Committee meet with Mr. Jozef Migas, President of the National Council of the Slovak Republic between 10 and 11 on April 24th, 2001.

It was agreed - that the Committee invite departmental witnesses to appear on April 26th in the context of the Committee’s study of Canada’s Foreign Policy Interests in the South Caucasus and Central Asia

It was agreed -- that pursuant to the agreement of the Committee on March 29, 2001 and to Standing Order 81(4), that the Committee hold meeting between now and May 18th to consider and report on the 2001-02 Main Estimates, votes 1, 5, 10, 15, 20, 25, L30, L35, 40, 45, 50 and 55 for the Department of Foreign Affairs and International Trade.

That the Committee also invite the Minister of International Cooperation and senior departmental officials to appear.

And that the Minister and senior departmental officials provide information relating to future expenditure plans and priorities.

It was agreed - that the Committee Chair, along with those Committee members who wish to participate, meet informally with the Canadian and Japanese delegations in the context of the eleventh bilateral consultations between Canada-Japan Interparliamentary Group and the Japan-Canada Diet Friendship League.

At 9:58 a.m., Stan Keyes took the Chair.

At 10:15 a.m., Bill Graham took the Chair.

At 12:00 p.m., the Committee adjourned to the call of the Chair.
