Meeting No. 27

Wednesday, May 30, 2001

The Standing Committee on Environment and Sustainable Development met at 3:37 p.m. this day, in Room 371, West Block, the Acting Chair, Karen Kraft Sloan, presiding.

Member(s) of the Committee present: Charles L. Caccia, Aileen Carroll, Joe Comartin, Paul Forseth, Gar Knutson, Karen Kraft Sloan, Rick Laliberte, Karen Redman, Julian Reed, Hélène Scherrer.

In attendance: From the Library of Parliament: Kristen Douglas, Monique Hébert and Tim Williams, Research Officers.

Witnesses: From the Fisheries Council of Canada: Patrick McGuinness, Vice-President. From the Canadian Aquaculture Industry Alliance: David Rideout, President. From the Ecology Action Centre: Louise White; Mark Butler, Marine Issues Committee, EAC. From the Sierra Club of Canada: Elizabeth May, Executive Director. From the Memorial University of Newfoundland: Prof. W.A. Montevecchi, Professor of Psychology, Biology and Ocean Sciences.

Pursuant to its Order of Reference of Tuesday, March 20, 2001, the Committee resumed consideration of Bill C-5, An Act respecting the protection of wildlife species at risk in Canada (See Minutes of Proceedings, Thursday, March 22, 2001, Meeting No. 6).

The witnesses made opening statements.

Gar Knutson moved, - That Environment Canada be requested to table before the Committee the legal opinion prepared by Justice Canada regarding the constitutional bases for federal species at risk legislation, and referred to by Environment Canada officials as the legal advice which was the foundation for Bill C-5, the Species at Risk Act, and its predecessor, Bill C-33, and that the legal opinion be tabled no later than June 15th, 2001.

After debate, the question being put on the motion, it was agreed to on the following show of hands:

At 6:20 p.m., the Committee adjourned to the call of the Chair.
