Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Caplan (Minister of Citizenship and Immigration), seconded by Ms. Blondin-Andrew (Secretary of State (Children and Youth)), Bill C-16, An Act respecting Canadian citizenship, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nystrom (Regina -- Qu'Appelle), seconded by Mrs. Dockrill (Bras D'Or -- Cape Breton), Bill C-338, An Act to amend the Income Tax Act (deductibility of expense of tools provided as a requirement of employment), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nystrom (Regina -- Qu'Appelle), seconded by Mrs. Dockrill (Bras D'Or -- Cape Breton), Bill C-339, An Act to amend the Interest Act (interest payable on repayment of a mortgage loan before maturity), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nystrom (Regina -- Qu'Appelle), seconded by Mrs. Dockrill (Bras D'Or -- Cape Breton), Bill C-341, An Act to establish the office of Pension Ombudsman to investigate administrative difficulties encountered by persons in their dealings with government in respect of benefits under the Canada Pension Plan or the Old Age Security Act or tax liability on such benefits and to review the policies and practices applied in the administration and adjudication of such benefits and liabilities, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nystrom (Regina -- Qu'Appelle), seconded by Mrs. Dockrill (Bras D'Or -- Cape Breton), Bill C-342, An Act to amend the Bank Act, the Insurance Companies Act and the Trust and Loan Companies Act (repayment of a mortgage loan before the maturity of the loan), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nystrom (Regina -- Qu'Appelle), seconded by Mrs. Dockrill (Bras D'Or -- Cape Breton), Bill C-343, An Act to establish the office of Credit Ombudsman to be an advocate for the interests of consumers and small business in credit matters and to investigate and report on the provision by financial institutions of consumer and small business credit by community and by industry in order to ensure equity in the distribution of credit resources, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nystrom (Regina -- Qu'Appelle), seconded by Mrs. Dockrill (Bras D'Or -- Cape Breton), Bill C-344, An Act to provide for the study of proportional representation in federal elections and a national referendum on the recommendations that result from the study, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nystrom (Regina -- Qu'Appelle), seconded by Mrs. Dockrill (Bras D'Or -- Cape Breton), Bill C-345, An Act to amend the Canada Pension Plan (early pension entitlement for police officers and firefighters), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. de Savoye (Portneuf), seconded by Ms. Gagnon (Québec), Bill C-346, An Act to amend the National Capital Act and to make consequential amendments to other acts (federal capital), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Gagliano (Minister of Public Works and Government Services), seconded by Mr. Cauchon (Minister of National Revenue), -- That Bill C-10, An Act to amend the Municipal Grants Act, be now read a second time and referred to the Standing Committee on Natural Resources and Government Operations.

The debate continued.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Monday, November 29, 1999, at the ordinary hour of daily adjournment.


The House resumed consideration of the motion of Mr. Rock (Minister of Health), seconded by Mr. Normand (Secretary of State (Science, Research and Development)), -- That Bill C-13, An Act to establish the Canadian Institutes of Health Research, to repeal the Medical Research Council Act and to make consequential amendments to other Acts, be now read a second time and referred to the Standing Committee on Health.

Mr. St-Julien (Abitibi -- Baie-James -- Nunavik), seconded by Mr. Charbonneau (Anjou -- Rivière-des-Prairies), moved, -- That, in the opinion of this House, the government should explore the questions surrounding federal-provincial jurisdiction in the areas of labour law and transportation law as regards independent truckers in the province of Quebec. (Private Members' Business M-130)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
