Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Casey (Cumberland -- Colchester), seconded by Mr. Hearn (St. John's West), Bill C-494, An Act to amend the Access to Information Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, it was ordered, -- That, notwithstanding Standing Order 30(5), Statements by Members pursuant to Standing Order 31 be taken up from 1:45 p.m. to 2:00 p.m. today, followed by the introduction of new Members and related proceedings and the 45-minute Oral Question period.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Anderson (Minister of the Environment), seconded by Mr. MacAulay (Solicitor General of Canada), -- That Bill C-33, An Act respecting the protection of wildlife species at risk in Canada, be now read a second time and referred to the Standing Committee on Environment and Sustainable Development;

And of the amendment of Mr. Herron (Fundy -- Royal), seconded by Ms. St-Jacques (Shefford), -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

    "Bill C-33, An Act respecting the protection of wildlife species at risk in Canada, be not now read a second time but that it be read a second time this day six months hence."

The debate continued.

Mr. Boudria (Leader of the Government in the House of Commons), seconded by Ms. McLellan (Minister of Justice), moved, -- That, in relation to Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts, not more than ten further hours shall be allotted to the consideration of the committee stage of the Bill; and

That, at the expiry of the time provided in this Order, any proceedings before the Standing Committee on Justice and Human Rights on the said Bill shall be interrupted, if required for the purpose of this Order, and, in turn, every question necessary for the disposal of the said stage of the Bill shall be put forthwith and successively without further debate or amendment.
